About the Position
Are you committed to upholding the highest standards of integrity? In this pivotal role, you will be involved with all facets of procurement, encompassing professional services, construction, supplies, services, and capital equipment purchases.
You will lead a dedicated team of four professionals, ensuring seamless operations and excellence. As the District's liaison with the Office of Procurement Services, you will coordinate construction contracts and ensure strict adherence to the Maricopa County Procurement Code, County policies, and State regulations.

We Require
Three years of contract management, procurement, or purchasing experience
Bachelor's degree in Business Administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
An equivalent combination of related post-secondary education and / or job-related experience may substitute for the required experience on a year-for-year basis
Must obtain CAPA certification within six months of hire
Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

Experience in public sector procurement and / or contracting
Experience in construction procurement and contract administration
Experience managing Job Order Contracts or Construction Manager at Risk Contracts
Job Contributions
Represent the Flood Control District in all matters of procurement with professionalism and sound judgment
Responsible for procurement staff workload assignment and monitoring, performance measurement, training, and hiring, with emphasis on proficient contract delivery and excellent customer service
Coordinate the needs of all Divisions, prioritizing procurement to meet the District's mission and goals
Review construction and professional service contracts, contract amendments, work assignments, change orders, payments, and related technical and budget documents for completeness
Review purchase orders, insurance certificates, bonds, and other contract-related documents for compliance with contract terms, regulations, and policies
Create / update procurement policies, processes, and procedures
Work with cross-functional teams, review committee makeup, oversee pre-bid meetings, bid openings, evaluation meetings, and interviews
Oversee submittal of all District agenda items and associate documents to the Board of Directors
Prepare regular and ad hoc reports and analysis
Conduct contract compliance audits and assist with all procurement-related audits
Working Conditions
Must be able to work in a typical indoor office environment and occasionally outdoors. Must have the manual dexterity of hands and body to operate office equipment, lifting boxes of paper and files weighing up to 30 pounds.
Must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, and team-oriented activities.
Must constantly maintain concentration, accuracy, ethical behavior, and a professional demeanor.
