Nature of Work
This position is responsible for the daily operation of building and accessibility, mechanical, electrical, plumbing, flood, code compliance and structural plans processing, and enforcement functions of the Building Department while supervising a team comprising professional and non-professional personnel.
The Operations Manager assists the Building Official : (a) with the operations of the Department's plan review and inspection services (b) giving direction to Trade Chiefs in implementing the strategic goals of the Department (c) resolving problems with industry and private citizens as these relate to the Board of Rules and Appeals and other boards and government agencies (d) determining priorities for the efficient utilization of resources required for reviewing construction drawings and performing inspections in a thorough and efficient manner.
In times of natural disaster, the Operations Manager coordinates the securing of building sites prior to the event and in conjunction with several government agencies monitors recovery efforts after the event so as to ensure that properly licensed designers and contractors effect repairs in compliance with applicable codes, ordinances and regulations thereby insuring the safety of the public and the restoration and use of property as expeditiously as possible.
Illustrative Examples of Essential Duties
Oversees the Building and Accessibility, Structural, Mechanical, Plumbing, Electrical, Flood, and Roofing Trade Chiefs with regard to operations of the plan review and inspection activity of the department in order to facilitate thorough, prompt, consistent and courteous review of permit applications, plans and inspections :
- Serves as the City's Building Official in the absence of the Building Official
- Assists the Building Official with the following : Planning and directing department activitiesAssigning subordinates to investigate and resolve complaints received regarding alleged code violationsReviewing and approving large scale building and development plans in the preliminary and final stages of reviewMeeting with builders, engineers, architects, developers, attorneys, real estate agents, and the general public to hear code concerns to resolve complaintsReviewing and approving all certificates of occupancyApproving all occupant load content requirementsAssigning Chief Inspectors, when needed, to various special projectsFosters and improves the policies and procedures affecting plan processing, permit issuance and certificates of occupancy / completionCoordinating with other City regulatory agencies plan processing procedures and prioritiesEnsuring that employees adhere to the City's commitment to excellent customer service standards
- Disseminates information relevant to the City's Plan Review and Inspection process
- Resolves problems and / or disputes that arise between Plan Examiners, building staff and permit applicants
- Clarifies the Building Code where helpful to the construction industry and the general public
- Assigns, prioritizes and tracks the work load of projects needing review by the various disciplines in the Building Department and ensures that projects are reviewed in a timely manner consistent with the goals as defined in the City's strategic plan
- Conducts meetings with Plan Examiners and Inspection staff to brief, educate, train and update staff on plan review policies and procedures
- Communicates with members of the public, contractors, engineers, architects and developers regarding interpretation of the roofing and building provisions of the Florida Building Code and other applicable codes to resolve disagreements and complaints;
prepares responses for approval and signature of appropriate City official
- Develops and submits recommendations to the Building Official for revisions of the Florida Building Code or Ordinances of the City of Miami Beach to ensure adequate levels of public safety in a cost effective manner
- Attends meetings; provides input for decisions, and monitors findings of the Board of Rules and Appeals as directed
- by the Building Official
- Prepares reports relating to inspection, enforcement and plans processing activities through collection, review and interpretation of data
- Implements Work Rules and ensures that inspection staff adheres to ethical standards and complete assignments within established deadlines
- Trains, supervises, coordinates, disciplines, and evaluates the performance of professional, paraprofessional, and clerical employees to ensure the accomplishment of departmental objectives
- Conducts special projects when required
- Performs related work as required
Minimum Requirements
- Bachelor's Degree in building construction management or technology, architecture or structural engineering, or a related field
- Experience may substitute for education on a two (2) to one (1) year basis
- Must have and maintain all necessary State of Florida Certifications to serve as a Building Official / Building Code Administrator within one (1) year of appointment
- Demonstrates 10 years' combined experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent
- Five (5) years of progressively responsible experience, preferably in the Public Sector and meets all the requirements for certification as FS 468.609
D esires
- Previous public sector experience as a Building and / or Code Compliance Director preferred
- Experience in the building trades
- Knowledge of the Florida Building Code
- Strong leadership, management and interpersonal skills
- Have a current certification, as a Building Official / Building Code Administrator as defined by the State of Florida and Miami-Dade County
- Experience working in historic preservation and high rise construction
PHYSICAL REQUIREMENTS
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, or e-mail
- Physical capability to effectively use and operate various items of office related equipment such as but not limited to computers, computer software, calculator, and copier
- Must have the physical ability to bend, crawl and climb over construction sites and within buildings
- Must be able to drive an automobile and perform on-site inspections at locations which may not be accessible to the physically handicapped
