This position is based on a 40 hour work week with hourly pay of $26.24-$32.80. This position will be at Leisure Services located at 17 S M Street.

SUMMARY :

Position performs management level work supporting the Leisure Services department. Position requires an extensive depth of expertise and knowledge in specialized functions or business areas used to develop efficient and innovative ways to accomplish overall goals for the Leisure Services department.

Position is responsible for assisting the director in planning and directing the work of the Leisure Services staff, providing exemplary customer service to all participants, and ensuring the safety and maintenance of all related facilities and equipment.

Position manages, coordinates, provides leadership to, and reviews the work of individual contributors and supervisory level subordinates in order to accomplish operational plans and results.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Manages facility resources and provides daily managerial oversight to achieve goals; hiring, plans and organizes duties and staff assignments;

trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.

Negotiates and monitors leases and contracts with recreation service providers. Develops and monitors recreation plans, policies, procedures, program evaluations, community surveys, and other division functional operations.

Prepares reports and records of division activities.

  • Promotes programming, special events, lessons, and rentals to increase participant base; maintains current knowledge of issues, trends, and developments in the Leisure Services field.
  • Conducts research, compiles data and prepares written materials and reports as needed.
  • Assists in developing administrative policies for the Leisure Services department.
  • Reviews and coordinates programming and coordinates communications within the organization, the department, and the community.
  • Represents the department in contacts with citizens groups and governmental agencies on matters of a general public relations nature.
  • Coordinates the work activities of the department with other functions of the department.
  • Assists Leisure Services Director and Assistant Director in handling sensitive personnel or discipline issues.
  • Develops operating policies and procedures, prepares work schedules, and expedites workflow; ensures programmatic quality assurance compliance.
  • Communicates official plans, policies, and procedures to staff and the general public.
  • Develops and monitors division budget based upon projected expenses and revenue expectations. Consolidates and produces annual Recreation Division budget including Administration, Field / Facility permits, pavilion rentals, recreation programs / events and athletics.

Controls expenditures and monitors revenue production through fees or alternate revenue sources.

  • Makes decisions related to staff hiring, performance expectations, training, and work assignments; handles employee complaints and grievances.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
  • At the direction of the Leisure Services Director acts as liaison to other community organizations to assist recreation development within the community.

Provides expertise in working with organizations to encourage community-based recreation.

Manages special projects as assigned. Projects could include but are not limited to facility development, program and event development, promotional packages, administrative packages and community stakeholder coordination.

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Extensive knowledge of the principles of Leisure Services management.
  • Extensive knowledge of recreation facilities, events planning, rentals, and programming.
  • Exhibits a thorough understanding of specific aspects of facility operations, and practical application to problems and situations ordinarily encountered.
  • Knows and effectively uses fundamental concepts, practices, and procedures relative to quality and productivity improvement, training, budgeting, and cost control.
  • Generally understands basic supervisory approaches for work direction, motivation, and disciplinary action.
  • Ability to utilize financial software systems in daily cash management of all financial transactions conducted under area of responsibility.

EDUCATION, TRAINING AND EXPERIENCE :

  • High School Diploma / GED required; Bachelor’s Degree in Business Administration, Public Administration, Recreation and Leisure or related field required;
  • supplemented by minimum of five (5) or more years of professional parks and recreation experience. Certified Parks and Recreation Professional (CPRP) preferred;

or an equivalent combination of education, certification, training, and / or experience. Demonstrated computer literacy with standard software packages (e.

g., word processors, spreadsheet applications, email, Internet usage) required. Must have CPR / First Aid / Defibrillator, AED certification within 3 months of hire.

Possession of a valid Florida driver’s license required.

PHYSCIAL DEMANDS :

Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately to intense physically demanding work and may require occasional lifting, carrying, pushing and / or pulling of heavy objects or materials (up to 80 pounds).

Tasks that require moving objects of significant weight require the assistance of another person and / or use of proper techniques and moving equipment.
