Responsibilities

Serves as the principal technical advisor to the Administrative Officer and the primary liaison with the Office of Personnel in all functional areas of personnel.

Serves as liaison representative to the center by providing advice, assistance, procedural guidance, and customer service to employees, supervisors in the broad range of personnel management, i.

e., employment orientation, classification and pay, incentive awards, training, employee benefits, performance ratings, leave administration, promotions, health and life insurance programs, employee rights and privileges, adverse actions, workman compensation, annual leave restoration, voluntary leave program, outside employment.

Acts as the liaison with the Human Resources office concerning personnel-related matters.

Provides advice and assistance to managers and staff concerning Federal and agency human resources

processes and procedures.

Provides advice on solving a range of human resources-related problems. Researches pay

problems and errors and works closely with the Payroll Office, timekeepers, and employees to resolve

them.

Advises employees, supervisors, and managers about procedural directives related to minor grievances,

disciplinary, and Equal Employment Opportunity (EEO) matters

As Passport Agent, reviews official passport applications for correctness, accuracy and completion.

Administers oath when required before forwarding to DEA Headquarters for processing by the U.S.

Department of State.

Maintains a records management program for a single-mission program with related functions. Maintains

EPIC Staffing Tables and Organizational Charts and ensures that these are kept current at all times.

Prepares and provides administrative correspondence and special reports for the Administrative Officer.

  • Successful completion of a one-year probationary period is required (unless already completed). Qualifications

GS-11 : Must have one year of specialized experience at least equivalent to the GS-9 level that involves reviewing, analyzing, and interpreting incoming human resources management requests.

  • Recommending appropriate action or suggests alternatives, Modifying qualitative and quantitative analytical methods to fit a wide range of variables, including issues, problems, or concepts that are not susceptible to direct observation and analysis, and performing other general administrative support functions;
  • a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related;

OR a combination of education and specialized experience.
