Duties

Specific duties include :

  • Ensure compliance with EEOC laws and VA's affirmative employment action program for the assigned district.
  • Supervise subject matter experts and provide second-line supervision to GS-4 through GS-13 employees.
  • Coordinate and address EEO complaint trends, solutions, and collaboration with ORMDI senior leaders, personnel, management, legal and EEO staff.
  • Develop EEO policies in response to legislative changes.
  • Advise top management officials on EEO criteria for programs.
  • Oversee strategic initiatives that build and support a model EEO program in the VA.
  • Participate in policy briefings, meetings, to guide EEO policies and programs.
  • Maintain professional relationships, serve on committees, and contribute to senior-level meetings.
  • Oversee team operations, and training for effective supervision and completion.
  • Oversee the implementation of EEO policies to address barriers to equal employment opportunity.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement : 10 / 28 / 2024.

TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE : This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.

e.... "30% or more Disability", VRA, and / or Schedule A).

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

For a GS-14 position you must have served 52 weeks at the GS-13 level.

MINIMUM QUALIFICATION REQUIREMENT : You may qualify based on your experience as described below :

Specialized Experience :

1. Supervising a team of EEO Specialists responsible for both pre-complaint / informal, formal complaint processes and investigations.

This includes expertise in managing EEO informal and formal complaint procedures, ensuring timely processing, and supporting the resolution of complaints and as needed, conducting legal research in areas of Federal civil rights and EEO laws, regulations, policies and / or executive orders.

2. Demonstrated experience working to build or support a local or national Model EEO Program which includes :

a. Demonstrated efforts to work with an organization's leadership.

b. Educating and bringing awareness to leadership and staff of the importance of a model EEO Program.

c. Demonstrated efforts that show regular engagement with senior leadership to discuss the EEO Program to include the reasonable accommodation program;

conducting or participating in program compliance reviews of local EEO programs; conducting preventive training and mandated training when discrimination has been determined.

d. Completing analytical reviews of complaint data to determine trends and areas of concern; demonstrated efforts to ensure that all aspects of complaint processing is completed in a timely manner.

3. Demonstrated experience in contributing to decision-making processes, coordinating and conducting compliance reviews, and leading strategic planning related to EEO programs.

4. Advanced experience in personnel administration, including recruitment, staffing, labor / employee relations, performance management, coaching, and mentoring staff.

Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.

g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community;

student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment : Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis;
