The International Foster Care program (IFC) provides a safe, nurturing foster care environment for children who have fled their countries of origin.

This comprehensive set of services includes education, legal, social and psychological supports all directed at achieving safety, stability and healthy development.

Children come to us as refugees, victims of trafficking and asylees from around the world, including the following countries of origin : Vietnam, Cambodia, China, the Sudan, Myanmar and Central America (El Salvador, Honduras and Guatemala).

Position requires you to work independently, as part of a team, and in support of case management staff. Consultation, training, and advocacy are important components of this program.

Experience working with a variety of immigrant populations desirable. There will be some evening and weekend hours required.

Responsibilities

  • Welcome foster youth to Unaccompanied Refugee Minor (URM) foster care program upon initial placement. Prepare initial placement packets and review with foster parents upon placement.
  • Provide orientation to clients entering URM foster care program, including education on the foster care system, expectations, client rights and responsibilities, local, state and federal laws with focus on teen driving privileges / restrictions, alcohol / substances and dating norms, HIPAA and DVD presentation.
  • Prepare new files with cover sheets, table of contents, and file tabs / inserts. Complete intake paperwork / processing including photos, and issue of program IDs.

Assist case managers with organizing and maintaining documentation in case files.

  • Schedule appointments to setup and maintain educational, legal, medical / dental, mental health, employment, and cultural services for foster youth in care.
  • Provide transportation and accompany foster youth to various educational, legal, medical / dental, mental health, employment, and community events and appointments.
  • In conjunction with case management and foster parents, plan cultural preservation activities for all children in our care.
  • Work with program team to ensure compliance to federal and state contracts for youth in URM Foster Care.
  • Conduct face-to-face safety and well-being visits with foster youth as-needed.
  • Partner with case management and foster parents to prepare youth for :
  • Adjustment to foster care
  • Court Hearings
  • Family reunification; if possible
  • Extended Foster Care
  • Independence and self-sufficiency
  • Participate in team service planning meetings and case consultations.
  • Work with foster youth on building independent living skills through identified activities.
  • Assist in foster youth moves from foster homes as-needed.
  • Provide orientation to clients entering Supervised Independent Living placements. Conduct visual inspections of youth’s proposed alternate living setting.
  • Prepare exit packets to include pertinent education, medical, legal and identification records as well as resource guide for foster youth exiting the program.
  • Collect demographic and statistical data for program reviews, audits and evaluations as directed by leadership.
  • Complete contract required reports.
  • Participate in related trainings / attend weekly staff meetings.
  • Other duties as may be reasonably delegated by the supervisor.

Qualifications

MINIMUM QUALIFICATIONS :

  • BA / BS degree in social work or related field
  • Experience working with children or teens
  • Good written and oral communication skills
  • Intermediate computer skills
  • Ability to maintain accurate client records
  • Applicant must successfully pass required background checks prior to an offer of employment.
  • Must have reliable transportation, valid driver’s license, and automobile insurance.
  • Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract).
  • Proof of negative TB test upon hire or proof of test within past 12 months
  • First / Aid CPR certified or the ability to become certified within the 1 month of employment
  • Ability to work independently and as a member of a team
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations

PREFERRED QUALIFICATION :

  • Bi-lingual in a refugee language
  • Strong organizational skills
  • Knowledge of Washington State child welfare regulations and procedures.
  • Experience working with diverse populations; preferably with ethnic minorities and / or refugee populations.
