The Planning Director is seeking a responsible individual to Perform routine and complex technical and professional work in projects related to general planning with a strong emphasis on resiliency, energy, conservation, and best practices.

Assist the Director of Planning and Community Development in providing technical and staff assistance to the general public, and several boards, commissions and committees including, but not limited to, the Planning Board, City Council, Energy and Conservation Commissions.

This is a full-time, 40 hour per week, exempt position. $1,359.20 to $1,969.20 per week. Full time benefit package offerings available.

Position is open until filled. DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position.

The listed examples may not include all duties found in this class) : 1. Coordinates, with other departments or volunteers, the development, implementation and prioritization of the programs, plans, and policies necessary to achieve Dover’s Citywide Resilience Plan, a living document.

The plan lays out social, cultural and environmental resiliency objectives, including those contained within the Master Plan, departmental strategic plans, the hazard mitigation plan and other appropriate plans.

2. Maintains and updates an information database to monitor environmentally sensitive emissions in the City, paying particular attention to heating, electricity, and transportation.

3. Measures and reports, through appropriate reporting format, information regarding emissions, power and fuel energy usage financial impacts and related benchmark data through graphs, charts, and visual displays.

4. Composes, prepares and formats a variety of correspondence, memoranda, agendas, forms and reports offering guidance and recommendations on how to implement energy efficiency, waste reduction (including recycling, composting and other forms), water conservation, greenhouse gas reduction, climate adaptation, and resiliency programs with all aspects of the municipal corporation, residents and commercial sectors, based upon data collected.

Offers life-cycle assessments and payback analysis for improvements. 5. Assists the Purchasing Agent with cultivating procurement practices related to municipal buildings (materials purchased and power and fuel sources) and the municipal fleet.

6. Works with all departments (especially media services, public library and schools) to coordinate education and outreach events so various stakeholders can understand Dover’s commitment to 7.

Reviews resiliency and sustainability related land use applications for compliance with the Citywide Resilience Plan and prepares recommendations where appropriate.

8. Develops and maintains a guidebook for developing gardens, solar / energy installations and other resident / property owner based initiatives.

9. Answers general questions regarding resiliency and planning and in general assists the public with inquiries in person, by phone and email in a timely manner.

10. Oversees the preparation of agenda items pertaining to and attends Energy Commission and other related board / committee (ie ad-hoc resiliency, the Conservation Commission or Open Lands Committee) meetings as assigned.

11. Assists the Director with grant applications, projects, and proposals, and with the review and coordination. 12. Maintains all necessary records for day-to-day activities and permanent file.

13. Assists in developing long-range strategic plans, including reviewing and updating the City's master plan. 14. Make recommendations jointly with Director to amend Ordinances and prepares amendment language.

15. Prepares public hearing notices for local paper and abutters and prepares articles as directed. 16. Provides assistance to higher-level planners in the areas of research, data collection, and report preparation.

17. Participates and / or volunteers in local, state, and regional organizations and networks. Including but not limited to possible involvement with Community Power Coalition of New Hampshire and New England Municipal Sustainability Network.

18. Attends workshops, seminars and conferences related to energy and sustainability for professional development through networking opportunities and maintains working knowledge of resiliency related statutes.

Establishes and maintains effective working relationships with employees, other departments and agencies, and the general public.

Provides administrative coverage of phones and counter when needed. 19. Maintains familiarity with and executes safe work procedures associated with assigned work.

20. Performs other related duties as required. KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS : Considerable knowledge of principles and practices of state statutes and city ordinances pertaining to environmental management, climate change, energy efficiency, renewable energy and environmental sustainability principles.

General (or basic, intermediate, etc.) understanding of mechanical assets found within municipal departments. Effective verbal and written communication skills, attention to detail and initiative are required.

Demonstrated ability to work independently with minimal supervision, assume responsibility, prioritize and resolve problems, work under pressure, and coordinate and manage complex projects.

Excellent interpersonal skills, including the ability to maintain effective working relationships with business contacts, the general public, boards, consultants, and with employees at all levels of the organization.

Ability to research, analyze and synthesize complex information, develop and present recommendations and prepare concise written reports, correspondence and recommendations.

Experience in research, policy development, and report writing. Ability and willingness to attend evening meetings and occasional weekend work.

Experience with or knowledge of computer hardware and the Windows / Microsoft Office platform and software pertaining to the documentation and analysis of greenhouse gases.

Working knowledge of energy and resilience principles. EDUCATION / LICENSURE / CERTIFICATION REQUIREMENTS : Minimum High School diploma and four (4) years of college with a Bachelor's degree with major course work in Environmental Sciences, Environmental Policy or Management, Natural Resources and Environment, community planning, community development, or related field.
