Job Description
POSITION OVERVIEW : The Contract Program Manager (CPM) provides for sufficient and viable contract performance through effective leadership of the site, including compliance with all contractual requirements and quality and safety / environmental standards.
The CPM is physically present during work performance to conduct overall management coordination and furnish liaison with the Government.
Serves as the point of contact with the Government and acts or makes decisions on all matters pertaining to the contract.
LIST OF DUTIES :
- Serves concurrently as Contract / Program Manager and as Maintenance Test Pilot for UH-60 Blackhawk.
- Uses flight test techniques to perform test flights of aircraft to measure performance and handling to determine airworthiness following maintenance or modifications
- Manages and exercises operational control and leadership over all contract related functions
- Responsible for keeping the Company, Corporate Management, and Government personnel apprised of the current status.
- May support AS9100 internal quality audits, corrective action requests, assist section, department, and / or program in developing plans to correct identified shortfalls;
Continually measures and analyzes progress and may assist with continual improvement initiatives.
- Supervises all contract activities and serves as the principal representative in all matters pertaining to the contract.
- Responsible for personnel, operational support, training, supply systems, and support services necessary for specific site contracts.
- May be required to travel short notice, if required for operational necessity.
REQUIRED EDUCATION AND EXPERIENCE :
- Demonstrated proven and verifiable aviation experience including ethics, ability and professionalism of the highest standards are required for this position.
- Graduate of US Army Maintenance Test Pilot course.
- Five years of Army Aviation Service
- Three years experience as a Maintenance Test Pilot
- 1000 hours experience as a Pilot in Command
- FAA Commercial Rotorcraft rating with instrument endorsement
- Must possess a Current FAA Class II Medical Certificate
REQUIRED SKILLS AND QUALIFICATIONS :
- A U.S. Government SECRET Security Clearance is required. Must maintain a Secret Clearance for the duration of employment.
- US Citizenship is required.
- Must currently have or be capable of completing a criminal background check to access military installations and to obtain and maintain facility credentials / authorization.
- Ability to communicate effectively orally and written.
- Must have a valid driver's license / vehicle insurance to drive on base.
- Ability to multi-task and employ problem-solving skills.
- Ability to take the initiative in problem-solving and achieve organizational goals with minimal oversight.
DESIRED SKILLS AND QUALIFICATIONS :
- Bachelor of Science (Aerospace, Mechanical, Electrical Engineering) from an accredited course of study
- Proficient in Microsoft Office Suite Products
- Equivalent experience or training (for example, sister service such as U.S. Air Force qualifications / training in the UH-60 helicopter rather than U.
S. Army may be substituted for the above qualifications.
