The Department of Transportation and Public Facilities (DOT&PF) Northern Region Highways and Aviation is looking for a Safety and Emergency Support Specialist to help us

What you will be doing :
Are you passionate about winter safety and outdoor operations? We're seeking dedicated applicants for a position that plays a crucial role in forecasting and evaluating avalanche hazards along the Richardson Highway and Copper River Highway.
This role involves making recommendations for avalanche control and coordinating necessary operations, as well as assisting with highway maintenance in the Thompson Pass Station area.
Your responsibilities will include studying snowpack stratigraphy to forecast avalanche hazard conditions and analyzing weather patterns to provide daily hazard forecasts and control recommendations.
You'll operate a range of equipment-from 8-yard dump trucks and graders to snow blowers and dozers-ensuring the maintenance of approximately 100 lane miles of roadway, including vegetation, signage, bridges, and more.
Additionally, you'll establish a database to document weather conditions and avalanche occurrences, conduct safety education for state employees, and maintain rescue caches.

Special Note : Class C CDL with Hazmat Endorsements OR Transportation Worker Identification Card (TWIC) is required at the time of hire.

Minimum Qualifications
Three years of experience in the handling and disposal of explosives and / or incendiary
devices.
Three years scuba diving experience of which one must be in an instructor or supervisory capacity. Experience may be concurrent.
Three years of experience in avalanche control and forecasting.
Desirable qualifications, depending on specialty of positions :
1. Recognition as a scuba diver by a nationally recognized scuba diving association,
such as the National Association of Underwater Instructors, Professional Association
of Diving Instructors, National Association of Scuba Diving Schools, and Young
Men's Christian Association.
2. National Avalanche School certificate or National Ski Patrol Avalanche Instruction
Certificate.
3. 105mm recoilless rifle certificate.
4. Advanced first aid certificate.
5. Commercial pilot license and rotorcraft rating.
Special Note : Some positions may require possession of a current Commercial Driver's License with appropriate endorsements.
NOTE : Selection will be made from those candidates with training and experience appropriate to specialty of position under Personnel Rule 5 02.

TRANSPORTATION WORKER IDENTIFICATION CREDENTIAL (TWIC)
Please be aware - this position requires the applicant (at their expense) to obtain a Transportation Worker Identification Credential (TWIC) in compliance with federal regulations pertaining to certain maritime port facilities.
All terminal employees are required to obtain a TWIC in order to work in certain restricted areas of the terminals.

If you are selected for the position, you will be required to immediately enroll / apply for the required TWIC card. The applicant selected for the position must have their TWIC card in hand in order to be unescorted within a restricted or secure area of the terminal facility.
COMMERCIAL DRIVER'S LICENSE REQUIRED
This position requires the incumbent to possess a Commercial Driver's License (CDL) per federal regulations (49 CFR 383), to register with the federal CDL Drug & Alcohol Testing Clearinghouse prior to performing safety sensitive duties, and to provide consent to the Employer to review driver information in accordance with 49 CFR 382.
A Class A Alaska Commercial Driver's License (CDL) is required at time of hire. A conditional hire approval can only be given for endorsements.
This means that the proposed appointee must successfully obtain an Hazmat endorsement within 90 days of hire and sign an agreement to this effect as a condition of employment.
ARMS & AMMUNITION REQUIREMENT This position requires the use of firearm or ammunition. If you have been convicted of a misdemeanor crime of domestic violence you may not hold a position in this job class in accordance with the Federal Omnibus Consolidated Appropriations Act of 1997 (PL-104-208).
