POSITION OBJECTIVE :
This position requires incumbents to oversee the management of the coordination and compliance of federal and state grants.
Incumbents are responsible for ensuring adherence to federal and state program and financial regulations, requirements, audits and compliance district wide.
Analyzes operations under their area of expertise and makes recommendations for operational changes to management. Assists in developing policy and procedural changes.
Acts as a lead by providing guidance, training, and serving as a mentor to subordinates in assigned area. Contributes substantially to subordinate evaluations.
DUTIES & RESPONSIBILITIES : (These duties are a representative sample; position assignments may vary.)
- Oversee the management and fiscal oversight of assigned federal and state awards and the Federal and State Grants Department
- Develop and maintain internal fiscal policies that govern assigned programs
- Implement, document, and maintain a coordinated legislative and regulatory compliance program that meets the expectation of federal and state regulators
- Advise superintendence, chief financial officer, and directors of the amounts and types of funding available; the purposed for which money in the budget may be legally used and time frames within which available budget funds must be used
- Work closely with program directors and principals in strategic planning to ensure that funds are used and accounted for in the most effective manner
- Coordinate and oversee regulatory submissions and reporting activities; track all issues presented by regulators up to and including resolution
- Present written summaries of auditing and monitoring activities, including recommendations for corrective action and / or process improvement for all government programs to the financial department
- Identify and assess areas of compliance risk for the district
- Act as district authority on federal and state regulators pertaining to federal programs
- Coordinate site visits for all Federal and State regulators pertaining to federal programs
- Monitor the implementation of corrective actions and / or process improvements identified from internal auditing and monitoring activities as well as those developed in response to external audit reviews
EDUCATION & EXPERIENCE : (positions in this class typically require) :
Associate’s Degree in accounting, bookkeeping or related field, and five years of progressively responsible accounting experience, preferably directly related to the area of assignment;
or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

PHYSICAL REQUIREMENTS :
Positions in this class typically require : reaching, standing, walking, finger dexterity, grasping, talking, hearing, seeing and repetitive motions.
Light Work : Exerting up to 20 pounds of force occasionally, and / or up to 10 pounds of force frequently, and / or negligible amount of force constantly to move objects.
If the use of arm and / or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
