Function

This position provides leadership, strategic direction, planning, and management oversight of the Water Treatment Division within Charlotte Water which includes two raw water intakes and river pumping station, three water treatment facility operations, and 13 water storage tanks and seven booster pumping stations.

Summary

  • Work involves overall compliance; managing assigned workforce; ensuring the appropriate treatment of water; ensuring equipment is maintained and working appropriately;
  • establishing goals for divisional staff; developing organizational structure; providing leadership and technical direction;

overseeing and reviewing team member assignments and projects; and making sure assigned area has sufficient resources to perform.

This position serves as a member of the leadership team and oversees and manages assigned operations and staff.

Major Duties and Responsibilities

  • Oversees daily operation of the water treatment programs.
  • Participates and provides input in personnel decisions; evaluates performance; mentors staff; and aids with career development.
  • Partners with the Charlotte Water leadership team on department-wide strategic, operational, budgetary, and policy issues.
  • Provides strategic direction, leadership development, resource needs, budget oversight and procurement for division.
  • Tracks and addresses deficiencies to minimize negative impact to assigned division.
  • Monitors performance levels and metrics applicable to the water treatment division;
  • Manages safety controls and regulatory compliance.
  • Provides input into the development of capital improvement programs.
  • Works collaboratively with other city departments, regional partners, and regulatory partners on programs, projects, city goals, regulatory issues, stakeholder processes and initiatives
  • Represents Charlotte Water in work with elected officials, other City leaders and staff, state and federal regulators, regional partners, consultants, and contractors.
  • Coordinates with internal and external service providers to assure support services and other needs are met to establish and sustain efficient, effective operations.
  • Performs other related job duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of water / sewer system management
  • Knowledge of regulatory requirements related to Safe Drinking Water Act, Clean Water Act
  • Ability to negotiate and resolve sensitive, significant, and controversial issues.
  • Ability to exercise independent judgment and initiative.

Preferred Qualification

  • Master's degree preferred
  • Experience preferably managing water / sewer maintenance, operations, and / or engineering
  • Certification in one or more fields of water / wastewater operations (i.e., Water or Wastewater Treatment Plant Operator, Maintenance Technology, Distribution / Collection System) is desired.

Minimum Qualifications

  • Bachelor's degree in engineering, science, or a related field
  • Seven (7) years of related work experience in utility operations and management preferably managing water / sewer maintenance, operations, and / or engineering including five (5) years of supervisory experience.
  • Master's Degree
  • Five (5) years of related work experience in utility operations and management preferably managing water / sewer maintenance, operations, and / or engineering including three (3) years of supervisory experience.

Conditions of Employment
