Cabarrus County Schools Chief of Staff and Engagement Officer Exempt

General Definition of Work : The Chief of Staff and Engagement Officer (COS) is responsible for assisting and supporting the Superintendent with leadership and supervision of all matters pertaining to the school district.

The COS provides leadership, direction, and guidance to the Superintendent as needed. The COS works to engage the Superintendent with the community and is a liaison to the School Board.

The COS assists the Superintendent in structuring, attaining, and maintaining the best possible educational programs and services for the student through effective management of the Superintendent’s Office.

The COS promotes an open exchange of information with the public and shares district successes in relation to quality educational programs.

In addition, the COS coordinates district efforts to maintain communication with various media and the public at large. The COS serves as a highly effective communicator and leader who takes responsibility for complex short-term assignments, intervenes by means of strategic problem solving, and oversees district relations with governmental and community agencies at multiple levels.

Reports to : the Superintendent

Essential Functions :

  • Works closely with the Superintendent to solve and coordinate solutions to issues regarding the school district.
  • Advocates for internal and external stakeholders with other districts, state, and community agencies.
  • Develops and implements leadership training and staff development as needed.
  • Makes routine visits to schools to provide input and give feedback.
  • Conducts evaluations of administrators as deemed by the Superintendent.
  • Acts as a liaison for the Cabinet, Assistant Superintendents, administrators, and other personnel in coordination of strategic initiatives.
  • Supports Cabinet and other staff in the execution of their duties and responsibilities.
  • Communicates to the Superintendent the requirements and needs of the district as perceived by all stakeholders.
  • Prepares weekly cabinet meeting agendas.
  • Leads strategic planning and continual improvement processes.
  • Supports the Superintendent effectively and efficiently in the process of providing quality leadership.
  • Assists the Superintendent in the general administrative operation of the school district.
  • Completes daily assignments in order to support the Superintendent.
  • Serves as the Superintendent’s liaison to the Board of Education and provides appropriate responses to Board inquiries and requests.
  • Reports on the status of district programs and services as requested.
  • Prepares reports for the Superintendent as requested.
  • Protects confidentiality of records and information gained as part of exercising professional duties and uses discretion in sharing such information within legal confines.
  • Completes public record requests.
  • Performs any duties that are within the scope of employment and certifications, as assigned by the Superintendent and not otherwise prohibited by law or regulations.

Knowledge, Skills and Abilities :

  • Knowledge of all school system operations and procedures.
  • Strong analytical and organizational skills.
  • Excellent oral and written communication skills.
  • Ability to work with a high degree of accuracy.
  • Ability to establish and maintain effective working relationships with district staff, board members, and community stakeholders.
  • Demonstrate ability to work effectively in a deadline-driven, rapidly changing team environment.
  • Ability to plan and supervise the work of others.
  • Ability to learn specialized software based on business needs.
  • Exhibits a personality that demonstrates enthusiasm and interpersonal skills to relate well with students, staff, administration, parents, and the community.

Education and Experience : Master’s degree with coursework in policy, leadership or organizational development, or school administration.

Minimum of five (5) years successful experience as a school administrator. A doctorate preferred.

Physical Requirements :

  • This work requires the occasional exertion of up to 10 pounds of force.
  • Work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking, and sitting and occasionally requires stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and / or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g., business office, light traffic).

Special Requirements : Possess any other certification as required to perform the necessary job-related tasks.
