JOB DEFINITION :

The Crisis Diversion Interim Services (CDIS) Project Manager is responsible for overseeing the full scope of services of a 30-bed facility provided by the Crisis Diversion Interim Services (CDIS), with a focus on, intensive case management for homeless individuals, stabilization, coordination with community providers, and referrals to an array of natural and professional community providers.

The CDIS Project Manager will ensure close coordination and collaboration with the Mobile Crisis Team (MCT) and Crisis Diversion Facility (CDF) staff.

  • The CDIS Project Manager will provide routine administrative and clinical supervision of the CDIS Shift Supervisors and other staff as assigned;
  • assure compliance with all local, state and federal laws and relevant contract and procedure requirements associated with the operations within the CSC;

teach and promote core DESC values; and participate in and provide training for staff essential to ensure the safety of the CSC.

This position includes administrative duties associated with planning, hiring, and quality assurance / improvement.

MAJOR DUTIES AND RESPONSIBILITIES :

  • Under the supervision of the CSC Program Manager, oversee day-to-day CDIS program operations.
  • Provide direct clinical and administrative supervision to CDIS Shift Supervisors, and other assigned staff. Assure DESC and CSC program values are adopted and fully incorporated by staff.
  • Manage the staff and programs schedule for all aspects of CDIS services.
  • Conduct performance evaluations on a scheduled basis and maintain supporting documentation in confidential supervision and personnel files.
  • Oversee CDIS clinical documentation to assure that staff maintain current and complete clinical records, and that documentation complies with the agency's clinical accountability policies and procedures and contract requirements.
  • Participate in quality assurance reviews when assigned.
  • In conjunction with DESC's Information Systems team, coordinate data collection and reporting to King County.
  • Coordinate with Program Coordinator and assistant in maintaining supplies for staff and clients, clean and therapeutic environment, and keeping the CDIS unit in top working condition through collaborating with the different DESC support departments.
  • Assure continuity of services with Mobile Crisis Team and Crisis Diversion Facility, and other DESC programs through an integrated service model.
  • Point person for day-to-day coordination and problem solving with partnering organizations including : law enforcement, criminal justice, health care facilities including emergency rooms, psychiatric inpatient units, mental health and chemical dependency service agencies, primary care, and other human service organizations.
  • Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences, program meetings and in-service trainings.
  • As a member of a multi-disciplinary team, provide multi-axial assessments, crisis intervention, stabilization and meaningful engagement to homeless adults referred to CDIS.
  • Develop expertise and strong working collaborative relationships with all referral sources, as well as with back door providers of mental health treatment, substance abuse treatment, housing services, shelter services, state and federal entitlement programs.
  • Assume primary responsibility for coordinating and overseeing all aspects of clients' support and treatment plans while participating in CDIS.

This includes : evaluating the psychiatric, substance abuse, and housing needs of clients, and advocating for CDIS clients to access the most effective disposition available in the community.

  • Oversee food service, vendor coordination, facility care, and furnishing needs of the CDIS.
  • Participate in selecting qualified staff and in the hiring process in order to maintain staffing ratios for a 45-bed facility, along with the administrative duties in maintain 24 / 7 staffing, progressive discipline as needed, training and coaching staff.
  • Provide training to staff in case management and basic clinical skills, the unique issues experienced by homeless individuals, relevant skills related to their position, and DESC and contract policies and procedures.
  • Mentor and train staff on conducting work within a harm reduction, trauma informed, and recovery framework.
  • Assure implementation of program development in congruence with principles of recovery-based services.
  • Assure that CDIS operates in compliance with contract, licensing, and relevant regulatory requirements.
  • Maintain strong knowledge of DESC personnel policies, program specific procedures and collective bargaining agreement. Assure compliance with all.
  • Provide building security as needed.
  • Promote and maintain positive relationships with the surrounding neighborhood.
  • Participate in verbal de-escalation and physical interventions in emergent situations and be willing and able to assist other staff as needed to maintain a safe and secure environment.
  • Other duties as assigned.

Living Conditions

  • Ensure collaboration with DESC stakeholders to update unit mitigation guidelines and agreements, as needed. Unit mitigations are coordinated efforts to support clients with maintaining healthy living conditions.
  • Collaborate with leadership to understand and maintain complementary policies and procedures related to unit mitigation.
  • Support clinical staff in planning and participating in unit mitigations for clients. This can include but is not limited to supporting staff with work in clients' units.

Requirements :

MINIMUM QUALIFICATIONS :

  • Master's degree in social work, psychology or other relevant behavioral science or Bachelor of Nursing degree with specialty in mental health.
  • Two or more years' experience in community based behavioral health services.
  • Eligible for a Licensed AAC credential or any other superseding credential that meets RCW 71.05.020 requirements to act as a Mental Health Professional whose scope of practice includes independently conducting mental health assessments and making mental health diagnoses
  • Ability to drive an agency or personal vehicle to conduct agency related business. A current Washington State driver's license and insurable driving record are required.
  • Experience working with adults experiencing homelessness, mental illness and / or substance use disorders.
  • Be able to pass a Washington State Criminal background check.
  • Possess the skills and attitude to provide sound clinical and administrative supervision.
  • Familiar with Recovery Principles, Crisis Intervention and Stabilization, Integrated Treatment of Co-occurring Disorders, Intensive Case Management, Illness Management, and relevant Evidenced based / Emerging best practices.
  • Knowledge of Harm Reduction strategies.
  • Strong knowledge of client benefits screening and application process, King County resources, and recovery-oriented interventions.
  • Strong working knowledge of DSM IV (and its successor).
  • Possess strong communication and writing skills.
  • Ability to work flexible hours as required by program and staffing needs including occasional evenings or weekends.
  • Ability to communicate and work effectively with staff from diverse backgrounds.
  • Ability to work effectively with clients displaying a wide range of unpleasant and / or bizarre behavior.
  • Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients.

PREFERRED QUALIFICATIONS :

  • Licensed Social Worker (LICSW), Licensed Marriage and Family Therapist, or Licensed Mental Health Counselor (LMHC) in State of Washington.
  • One or more years' supervisory experience.
  • Qualified to provide Department of Health Approved Supervision to LICSW, LMFT and / or LMHC candidates.
  • Experience in working with the chronic homeless population.
  • Bilingual in Spanish / English.
  • Bi-cultural background / experience and / or qualify as an Ethnic Minority, DD, or Geriatric Mental Health Specialist (per WAC 388-865-0150 definition)
