Senior Proposal Writer / Manager A. Harold and Associates, LLC is currently seeking a Senior Proposal Writer / Manager. The Senior Proposal Writer / Manager will have full responsibility for the preparation and compliance for Proposals.

The position will support responses to RFPs, RFQs, RFIs, and some oral presentations across the organization. Essential job functions include organizing the complete proposal schedule for the initial submission, follow-on orals presentations, questions and answers discussions, amendments or change pages, modifications, and Final Proposal Revisions (FPRs).

The successful candidate will have a strong interest in writing proposals, as well helping to manage the Proposal Team and / or process.

Key success factors include the; commitment to on-time performance; experience developing and managing proposals; management of internal and external resources;

coordination of inputs, reviews, and strategy implementation; and problem identification and resolution. The ideal candidate will be a critical thinker, fast learner, can coordinate and manage proposal meetings and volumes, and responds well to team feedback and critique.

This is a remote opportunity based out of Jacksonville, FL with occasional travel required. Essential Job Duties and Responsibilities :

  • Leads small, medium, and large, complex, must win multidisciplinary pursuits from capture to interview
  • Coordinates the activities involved in the development and revision of proposals (of varying size and complexity) including the solicitation / compilation of information from functional departments
  • Leads and contributes writing of proposal sections (cover letters, executive summaries, past performance sections, management approaches, and resumes / staffing sections)
  • Develops cross-reference matrixes and roadmaps for proposals; identifies specific tasks to be performed and identifies areas of responsibility and establishes schedules
  • Reviews and approves recommendations submitted by other Proposal Team members
  • Researches and analyzes historical data to support proposals
  • Develops compliant outlines for proposal volumes that incorporate Section L and M specifications (or other Solicitation instructions to Offerors) and the overall proposal strategy
  • Leads proposal kickoff meetings and color reviews, acts as reviewer on color reviews always applying in-depth institutional knowledge
  • Develops / coordinates Color Team reviews (as necessary) and prepares Proposal Team for the review and internal evaluation of the proposal;

ensures appropriate Color Team comments are incorporated in the final proposal

  • Aids in the development of RFP / Bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer's issues / needs
  • Ensures accuracy and adequacy of final work product, including in-process and final reviews, editing for compliance with applicable standards, validation, change verification, certifies acceptable style layout and ensures that there are no inconsistencies between cost and technical volumes
  • Coordinates with Proposal Production to complete final production / packaging / delivery of proposal documentation
  • Produces high-quality content and appearance of the final proposal product and ensures the on-time delivery of the proposal
  • Responsible for overall compliance of Proposal Products
  • Develops technical and past performance volumes
  • Translates Capture intelligence, data, and information into themes, discriminators, bidding strategies, performance and cost innovations for the entire Proposal Team's use in text, graphics, oral presentations, video tapes, estimating, staffing, organizational structures, outsourcing, subcontracting, or lease / purchase cost analyses for the proposal / bid effort
  • Participates in Go / No-Go and capture strategies, drives compliance with delegation of authority guidelines, and participates in capture planning and positioning activities by providing leadership and direction
  • Collaborates with and supports the Capture Director / Manager and senior leadership with strategy development sessions and preparation for corporate Gate Reviews
  • Participates in strategic planning (evaluating marketing intelligence, identifying client concerns and issues, and developing win strategies)
  • Contributes to leadership and strategic direction for proposals and reports on pipeline, internal business development strategies, capture planning, proposals, and debriefs related to that client
  • Supports, gathers, analyzes, and debriefs client feedback to ensure and demonstrate continuous improvements
  • Takes ownership and oversees proposal / project filing on the secure server and MS Teams; maintains thorough knowledge of placement of all recent submittals and project descriptions for their sector / client;

maintains version control

  • Is familiar with the top IDIQs and top IDIQ managers and project managers for their client or sector
  • Mentors and trains Proposal Team members on Proposal Process
  • Other duties as assigned

Minimum Education & Experience :

  • Bachelor's Degree in Business Administration or related field (Master's degree preferred); equivalent experience will be considered
  • Minimum 8 years of relevant experience
  • Prior experience in winning Federal work, particularly for the Department of Defense (US Air Force, Navy, etc.)
  • Thorough understanding of proposal and presentation best practices / tools, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly
  • Demonstrated experience applying industry best practices and procedures to support positioning, client or business development processes
  • Strong proposal writing and editing skills; working knowledge of grammar and style (writing samples may be requested)
  • Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion
  • Proven ability to plan and manage a schedule
  • Strong working knowledge of MS Office (Word, Excel, PowerPoint, Teams, etc.) and desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.

g., InDesign, Adobe Acrobat)

  • Professional demeanor and excellent interpersonal skills; able to follow directions with minimum supervision
  • Ability to work both independently and diplomatically as a member of a team
  • Strong leadership skills
  • Must be a U.S. Citizen due to the nature of the work

Preferred Education & Experience :

  • 10+ years of related experience
  • Evidence of successful leadership of multi-disciplinary or multi-geography Federal proposals valued >

$10 million for agencies such as DoD and / or Non-DoD Government Agencies

  • Working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
  • Understanding of CRM
  • Knowledge of Federal Acquisition Regulations (FAR)
  • Experience with Shipley Proposal Process
  • Prior training experience is a plus
