The Utilities & Logistics Work Execution Supervisor directs the execution of all asset maintenance activities including preventative, predictive, and reactive / corrective maintenance tasks in support of meeting the asset production and loading demand and reliability strategies.

Accountabilities of the job :

Accountability 1 : Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.

  • Ensure all maintenance activities are executed in a safe and efficient manner consistent with the INEOS 20 Safety Principles, Life Saving Rules, INEOS Group Guidance Notes (IGGNs) and site policies / standards.
  • Ensure all maintenance activities are planned and executed in compliance with site environmental compliance requirements (reporting, LDAR repair timing, etc).
  • Manages asset compliance with process safety and personnel safety inspections and testing completed by asset maintenance resources (interlock instrument calibrations, turbine overspeeds, relief valve testing, etc).
  • Be a safety leader through visible leadership in the field, including safety observation conversations, audits, and near miss reporting.
  • Adhere to the SHE incident management system established for the site including participation in reporting, incident investigations, sharing of lessons learned, corrective action tracking and personnel training.
  • Knowledgeable of the specific process and maintenance execution hazards within the unit to be able to plan work and communicate those hazards to execution forces.
  • Verifies clear understanding of work scope, carefully reviews the type of work and potential safety or process reliability hazards.
  • Takes appropriate action to initiate proper safety reviews (e.g., temporary job plan, confined space, hot work, etc.) when reviewing the work scope.

Accountability 2 : Development and Leadership of Team

  • Ensure alignment and clarity of roles including expectations around performance.
  • Determine developmental needs of Millwright, I&E Craftsmen and Analyzer Technicians in the Asset and execute plan to provide training and development as required.
  • Maintain team compliance with routine safety training requirements (respirator fit testing, management of change acknowledgements, etc)
  • Ensure a performance management process is in place with both informal coaching of employees as needed and formalized periodic performance reviews with corrective action taken when appropriate.
  • Ensure that Human Resources policies are followed and the organization is in compliance with legal requirements regarding INEOS employees and our relationship with contractors.
  • Administers the after-hours maintenance on call system for the asset.
  • Responsible for ensuring compliance of Collective Bargaining Agreement and Grievance procedure with execution forces. Work with HR as Union issues arise towards resolution.
  • Responsible for ensuring execution forces time has been entered and approved prior to payroll processing.
  • Responsible for sharing and implementing best practices learned between assets.
  • Drives ownership of asset equipment and associated maintenance strategies amongst employees.

Accountability 3 : Coordinating maintenance activities in support of maintaining mechanical integrity of assets and protective systems.

  • Supports asset integrity management systems : Scheduling and planning of Preventative Maintenance (PMs)Review PM plans to ensure proper scope in accordance with manufacturer’s recommendations and best engineering / maintenance practices
  • Ensure adherence to all maintenance procedures.
  • Monitor status of mechanical integrity programs for the asset and coordinate work notifications as required to support these programs and ensure completion prior to due date.

  • Supports maintenance of asset condition per INEOS Asset Care guidelines.
  • Utilize site wide management systems (e.g., SAP) to initiate, track, and follow-up on work requests.
  • Manages planned maintenance activities, Asset Care activities, and small capital project execution activities in the asset.
  • Create Work Notifications for execution forces for work scope not defined by operations crews (corrective work resulting from preventative maintenance, etc).
  • Coordinate / develop operations work plan for smaller jobs able to be executed with asset execution resources.
  • Serve as key interface with Asset Support organization for coordination of larger, more complex jobs including review of work scope with Operations, Execution Forces, Schedulers, and Planners to verify clear understanding and development of timelines as needed.
  • Serve as key interface with Procurement organization for coordination of bidding for third party contractor work scope and vendor-provided materials.
  • Trouble shoots failed / underperforming equipment to identify and / or eliminate root cause.
  • Serve as front line technical resource in maintenance repair techniques for the asset.
  • Leads daily and weekly work planning / scheduling meetings.
  • Is responsible for PM compliance by craft, schedule compliance, backlog management by crafts for asset.
  • Acts as a field representative and point of contact for outside vendors working in the asset. This includes performing field safety orientations and regular field visits while the work is being performed.
  • Works closely with the operations and Asset Support departments to develop the plants outage and turnaround (TAR) schedules and assists with corresponding budget line items.

Accountability 4 : Maintain clear understanding of work between Operations and Execution Forces

  • Serve as the primary contact for Execution Forces to maintain clear understanding of work / jobs ongoing and pending.
  • Reviews, optimizes, and ensures the maintenance workflow process is followed.
  • Ensure Operations is informed of scheduled work by Execution Forces and communicate special preparations. Follows up with Operations Supervisor as needed when equipment preparation is not completed per schedule.
  • Ensure priority of work is understood by Execution Forces for planned work and schedule breaker work.
  • Proactively communicate changes in schedule to impacted groups.
  • Communicate with Asset Manager and Operations Supervisor to ensure prioritization of scheduled work aligns with business needs.
  • Communicate with SHE group about work that could affect environmental requirements and incorporate SHE needs in work scope.
  • Monitor Daily Logbook and communicate with Asset Manager / Process / Reliability Engineers at beginning of day to determine current maintenance needs.
  • Work with support personnel (Engineers, Asset Support, etc.) to be their resource for scheduling jobs and creating work notifications.

Accountability 5 : Ensure adequate Work Execution / Maintenance cost controls are in place to allow the site to meet its financial obligations.

  • Ensures maintenance activities are performed safely, without environmental impact, costs of repairs are justified, and equipment is repaired in a manner that ensures reliable operation.
  • Works with the Procurement department to procure and expedite materials and services as needed and makes decisions on cost impact to operations.
  • Drives maintenance cost improvements in conjunction with the department management team. Primary focus on budget performance, quality of work, and maintenance efficiency.

Required profile :

Level of Education & Knowledge :

  • At least 5 years of maintenance or operations related experience in a petrochemical manufacturing facility.
  • Supervisory experience with demonstrated leadership competencies preferred; prior supervisory experience (including with other companies) required if less than 5 years' experience in plant operations within the company.
  • 18 Years of Age with a High School diploma or GED
  • Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.
  • Possess a current, valid license to operate a motor vehicle in the United States.
  • Must be legally authorized to work in the United States on a permanent basis without visa sponsorship (U.S. citizen, U.S. Permanent Resident)

Experience & Technical Skills :

  • Significant experience in supporting asset operations.
  • Intimate knowledge of plant shutdown and restart procedures / activities.
  • Working knowledge of maintenance activities.
  • Expertise in the maintenance work flow process.
  • Strong knowledge of site operating standards / procedures and relevant HSE legislation.
  • Effective communication skills, dealing with all levels in the organization.
  • SAP experience in areas of Plant Maintenance
  • Ability to utilize Microsoft Office Suite tools
  • Ability to maintain knowledge of asset as new technology is implemented.
