INTRODUCTION

This position is responsible for providing support and direction for the University in all bargaining units employed by the University of Hawai'i, including but not limited to all civil service (Bargaining Units 01, 02, 03, 04, 09, 10), APT (Bargaining Unit 08), and faculty (Bargaining Unit 07) related collective bargaining matters and labor relations.

This includes, but is not limited to, developing a comprehensive labor relations and conflict resolution program system wide that proactively addresses workplace disputes, interprets collective bargaining agreements and related decisions to support the field and serve as chief advisor to University executives, and develop collective bargaining strategies that advance the University's mission and goals.

The position is located in the System Office of Human Resources, under the Office of the Vice President for Administration.

DUTIES AND RESPONSIBILITIES

Serves as the President's designee to adjudicate APT and civil service grievances and provides support to the President's designee in faculty or academic grievances, which may be delegated.

Responds to requests for information and settlement discussions.

Provides training and advice to University administrators and managers on the parameters and processes of negotiations, contract interpretations, collective bargaining statutes, conflict resolution etc.

Responds to inquiries from campuses, executives, and departments / units regarding questions on collective bargaining agreement interpretations involving all bargaining units.

  • Oversees, develops and implements formal conflict management systems and training to more effectively address and manage workplace conflict throughout the UH system to prevent and resolve labor relations issues.
  • Plans, develops, directs and coordinates the formulation of management's philosophy and strategies for public collective bargaining negotiations.

Responsible for planning, organizing and researching issues that the employer may wish to propose for consideration by the unions during negotiations.

Coordinates all proposals from management personnel to change, amend or establish articles to the existing union contracts.

  • Coordinates with management to review requests received; analyzes the justification for and impact of the proposals; and determines the importance of the proposal to the employer's strategy for negotiations.
  • Provides all services necessary to serve as the primary representative of the University for Unit 07 and 08 negotiations, or as otherwise assigned.
  • Responsible for the development, drafting, coordination, and promulgation of memorandum of agreements, memorandum of understandings, and supplemental agreements system wide, including those with individual campuses, colleges, and departments in preparation for negotiations with the exclusive bargaining representatives.
  • Prepares and / or submits bills and testimonies as required before the Legislature, Board of Regents and the University President, and other government agencies, on collective bargaining and employee relations matters.
  • Works on special projects and assignments as directed by the Vice President for Administration.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Earned baccalaureate degree from an accredited institution in education, public, business or human resource administration, or terminal degree and / or professional work experience that provide comparable knowledge, skills and abilities.
  • Seven (7) years of professional experience related to collective bargaining negotiations, labor relations administration, and / or employment-related grievances, complaints and / or arbitrations.
  • Demonstrated skill in labor relations and collective bargaining, e.g., negotiation of master agreement, mediation and / or conflict resolution.
  • Knowledge of the principles, laws, regulations, human resources and employment policies, procedures, practices, and applicable laws, including labor relations, and recruitment and compensation related to human resources management in a collective bargaining environment.
  • Demonstrated ability to establish and maintain effective working relationships with both internal and external constituencies.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Demonstrated ability to use a personal computer and the operations of word processing, email, and spreadsheet software.

DESIRABLE QUALIFICATIONS

  • Law degree
  • Training in mediation, arbitration and other forms of alternative dispute resolution.
  • Demonstrated record of success in designing, implementing, and supporting human resources program administration and management.
  • Professional work experience in a higher education environment.
  • Experience working effectively with faculty, governing boards, union officials, legislative bodies, government officials, and community and business leaders.
  • Knowledge of the University of Hawai'i's organization and administrative structure and operational policies, procedures and practices.
