The successful candidate forthis position will be a 1099 contractor with Music MinistryInternational and be responsible for thefollowing :

1.Descriptionof Services. This performance work statement definesthe coordinator requirements government responsibilities reportingand control requirements for the Joint Base ElmendorfRichardson(JBER) Alaska Catholic Youth Ministry Coordinator.

The purpose ofthe youth ministry contract is to provide a Christian based peergroup experience to help teens exercise their Christian faith inthe community through appropriate opportunities within theinstallation.

1.1 The Catholic Youth MinistryCoordinator will coordinate and provide Catholic ministry forteenagers with its primary emphasis being the JBER community aspart of the chapel religious program.

Coordinator services includeproviding a community wide religious youth program and supportingyouth ministry needs. The programs will be sponsored by the chapelcommunity but will attempt to involve teens throughout the JBERinstallation.

The Coordinator will articulate and developpromotional campaigns and activities and maintain records ofsupplies materials and attendance (to include youth andvolunteers).

1.2 The primary goal is to fosterand strengthen faith commitments through fellowship activitiesBible Studies meetings and events retreats camps and mentoringprograms involving teenagers on the installation.

The JBER SeniorCatholic Chaplain is responsible for oversight of the youthministry program. The coordinator shall make certain that nothingis said or done that is derogatory to another faith or religion.

The JBER Senior Catholic Chaplain reserves the right toapprove / disapprove the schedule and activities for youthministries.

1.3 The Catholic Youth MinistryCoordinator shall identify all programs and services as beinginstallation chapel programs and services.

The Coordinator shallaccept teenage participants and attendees from throughout theinstallation regardless of denominational faith or involvement ofthe youth in the overall program.

2.SpecificTasks :

1000 SeriesSenior High Program

1001 Conductweekly (school year) meetings for Senior High Youth (grades 912).These meetings will integrate mental social and Christiandevelopment.

Meetings will be at least one hour in duration andaccommodate groups of 10 or more.

1002 Conductmonthly special events or activities to promote growth anddiscipleship for Senior High youth. Goals are to include teambuilding community responsibility and faith sharing.

Special eventsmay consist of any task which supports the above goal to include;community service projects lockins day trips etc.

1003 Conduct a retreat giving youth theopportunity to gather for fun fellowship and faith sharing. Aretreat proposal to include objectives location(s) dates timesbudget sponsor requirements method of evaluation effectiveness willbe provided to the supervisory catholic chaplain no less than 90days prior to the event.

Retreat can be replaced by a serviceproject.

1004 Provide twice a month (duringschool year) small group meetings focusing on studying scripturediscussing topical or relational issues for those serious aboutcontinuing to learn and expanding knowledge of the Bible or growingspiritually in the Catholic faith.

Small groups will normally be atleast one hour in duration and accommodate groups of 10 or more.

2000 Series Middle School Program

2001 Conduct twice a month(during school year) meetings for Middle School Youth (grades 68).These meetings will integrate mental physical social and spiritualdevelopment.

Meetings will normally be at least one hour induration and accommodate groups of 10 or more. Depending onattendance meetings can be in conjunction with Senior Highmeetings.

2002 Conduct monthly special events oractivities to promote group growth nurture or discipleship forMiddle School youth. Goals are to include team building communityresponsibility and faith sharing.

Special events may consist of anytask which supports the above goal to include; community serviceprojects lockins day trips etc.

Depending on attendance events canbe in conjunction with Senior High events.

2003Conduct a retreat giving youth the opportunity to gather for funfellowship and faith sharing. A retreat proposal include objectiveslocation(s) dates times budget sponsor requirements method ofevaluation effectiveness will be provided to the supervisorychaplain no less than 90 days prior to the event.

2004 Provide support to the Religious Educationprogram in which these teens may be increasing their knowledge ofthe Catholic faith.

3000 SeriesControl and Reporting

3001 Meetwith the designated NCOIC to ensure understanding and control ofChapel facilities SOPs OIs and procedures.

3002Provide a weekly report to the JBER Senior Catholic Chaplain ordesignated chaplain detailing attendance contact work Volunteerinvolvement and activities.

4000Series Administration

4001Provide advertising and promotional bulletin announcements articlesflyers and materials to the Senior Catholic Chaplains office forapproval and distribution in paper and online media.

4002 Attend 673 ABW / HC staff coordinationmeetings.

4003 Conduct quarterly Parent Meetingsin order to advise parents about the youth ministry programs itsgoals and needs. Encourage parents to be active participants in theyouth ministry program.

Educate parents in the phases that theiryouth may be going through and things to watch for in theirspiritual development.

4004 Interface withParish / Pastoral Advisory Councils and / or leadership on a rotatingbasis in order to report trends attendance needs for the programand to coordinate congregational support for youth ministries.

4005 Provide an annual review of the program inMay providing a summary of activity trends and progress during thepreceding year.

Include information and suggestions regardingfuture program direction.

4006 Provide input foryouth ministry in the chapel ministry plan to include programsneeds and projected costs.

4007 Provide orderinginformation in the authorized format for supplies and resources tosupport youth activities.

5000Series Volunteers and Support Committee

5001 Recruit volunteers to assistin conducting the program. A volunteer roster to include nameaddress phone number military affiliation and role must bemaintained and updated at the Senior Catholic Chaplains office.

Coordinator will be required to obtain an USAF email account andwill comply with PII (Personally Identifiable Information) and AFI(Air Force Instruction) requirements.

It is the coordinatorsresponsibility to ensure that the moral character of volunteersrecruited to assist in youth activities will be commensurate withtheir responsibilities to provide valuesbased leadership consistentwith religious teaching within the chapel programs.

Selection ofvolunteers will be in accordance with applicable installationregulations.

5002 Conduct training sessions toteach and train volunteers in all aspects of Catholic youthministry. Help volunteers become comfortable in Catholic youthministry teaching them the skills and confidence to be effectivevolunteers.

5003 Mentor volunteers on the variedaspects of youth ministry throughout the year. A volunteerutilization file to include roles training and hours volunteeredwill be maintained.

5004 Supervise volunteers incarrying out their responsibilities and be available for questionsand guidance. Reach out to volunteers to encourage and keepparticipation.

3.Requirements.

3.1.Coordinator will maintain a consistent onsite presence to meet therequirements of thecontract on JBER. The coordinator will acquireall training necessary to work in military communities in thededicated area of youth ministry.

3.2. In theevent of a temporary absence of the coordinator he or she mayprovide a qualified substitute for a limited period of time asapproved by the Senior Catholic Chaplain.

The substitute will berequired to have completed all requirements as contained inparagraph 3.6. prior to approval by the Senior Catholic Chaplain.

The Coordinator shall provide adequate coordination and at least 15days notice to the JBER Senior Catholic Chaplain as to theindividual assuming Coordinator duties.

The substitute will have noclaims against the government and may not submit invoices forpayment. Terms for the payment of the substitute are a matterbetween the coordinator and the substitute.

3.3.The Catholic Youth Ministry program shall be Roman Catholic indenomination. No faith ethnicity gender race or denomination shallbe denigrated in any way.

The Coordinator shall not conduct formalcounseling administer sacraments (anointing baptisms Mass etc.) orperform other Chaplain responsibilities.

3.4.The Coordinator will have specific training in youth work with aminimum of two years experience in youth ministry; at least 1yearof the youth ministry experience should be in a military chapelsetting.

A bachelors degree is preferred. Seminary education isdesirable.

3.5. The coordinator shall exercisediscretion regarding persons counseled or interviewed and regardingany other information relating to individuals participating in theYouth Ministry Program.

The coordinator shall not relate orcommunicate sensitive information regarding suchindividuals.

3.6. In accordance with Dept. ofDefense Instruction (DODI) 1402.5 each individual working withchildren under the age of 18 in conjunction with this contract mustsuccessfully complete a federally mandated criminal historybackground check.

3.7. The Coordinator willimplement procedures that insure the security of governmentproperty and facilities. The coordinator will be aware of localsafety requirements conduct risk assessments for all activities andmake all reasonable efforts to ensure the safety of individualsparticipating in the programs.

3.8. Generallyprograms will be scheduled during times that are accessible to theyouth and will encourage maximum participation.

These will normallybe weekends evenings and holidays.

3.9. TheCoordinator will maintain active contact and presence in the majorfamily chapel worship services as required by the JBER SeniorCatholic Chaplain or designee.

3.10 TheCoordinator will present a neat wellgroomed appearance during theperformance of the contract appropriate to the conditions underwhich the services are provided.

The Coordinator will be expectedto maintain high moral and ethical standards consistent with theChristian nature of the chapel youth ministryprogram.

3.11. The Coordinator shall perform allservices within the guidelines of JBER Operating Instructions andRegulations and Directives and the JBER Senior InstallationChaplains Policy Statements.

3.12. InterviewRequirements : Interviews will be conducted after closure date.Interviews will be conducted by the Catholic Chaplain and / ormembers of the JBER Chapel Staff.

A contracting officer orspecialist will be present throughout allinterviews.
