This position is with the Office of Financial Services, Division of Integrated Healthcare, which oversees Utah’s multi-billion-dollar Medicaid and CHIP budget.

Incumbent is responsible for the budget and expenditures of the division and must maintain internal controls to ensure that payments meet all federal and state laws, regulations, administrative rules, and policies.

Incumbent also ensures that accurate reports of expenditures and budgets are kept and provided to division management on a regular basis.

Incumbent must direct the activities of a staff of 24 in order to accomplish these tasks.

Preference may be given to those with a bachelor's degree or higher in a business or financial related field, years of relevant work and senior management experience, or for a current CPA license.

Note : as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Example of Duties

  • Develops, directs, and / or evaluates programs.
  • Prepares and defends budget recommendations, requests, reports, proposals and / or projections.
  • Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program;

prepares and updates plans and priorities.

  • Writes, reviews, and / or negotiates grants, contracts and / or agreements.
  • Acts as an expert witness. Gives testimony and / or recommendations in court cases and / or hearings.
  • Develops criteria for evaluating programs, proposals and / or other pertinent information.
  • Works with other office directors to help them understand the impact of policy changes and other decisions on the budget.

Works with external entities such as the Governor's Office of Planning and Budget (GOPB), the Legislative Fiscal Analyst's Office (LFA), provider associations, advisory councils, advocates, legislators, and the media to provide accurate information about the division's budget and expenditures.

  • Ensures that accurate expenditure and budget reports are kept at all times and presents status reports on these items to division management and other groups as requested.
  • Ensures adequate administrative controls, quality and procedural efficiencies in order to ensure payments made by the division comply with all relevant regulations.
  • Supervises subordinate personnel including : hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

  • Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending;

carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
