Description

Position Summary : Under the direction of the CFO, the Controller will be responsible for all finance, accounting, audit, and reporting activities.

The controller will lead the day-to-day finance and accounting operations. This oversees all functions related to the agency’s budgeting process, including the development of agency and program budgets, manages financial performance for agency programs, research, development, and implementation of new programs and cost centers, as well as manages other special projects at the request of the Vice President of Finance.

The Controller will ensure that VOA Oregon has the systems and procedures in place to support program implementation and manage all audit requirements.

The Controller will work closely with program and division leaders and their staff to advise them regarding finance and accounting information and procedures.

Specific responsibilities include budget development, performance monitoring, financial and operational analysis, financial risk management, costing, grant and contract management, reporting, and compliance (including Federal Uniform Guidance A133 audit) and providing finance operational guidance.

This position also provides agency-wide support for contract coordination, review and monitoring, quality management coordination, and acts as a liaison between the finance and accounting department and program management.

Education, Training, and Experience :

  • A bachelor’s degree in accounting, finance, Business Administration, or a related field. Master’s degree in accounting, business, and / or finance highly desired.
  • Certified Public Accountant (CPA) and / or Certified Management Accountant (CMA / CGMA) and experience with nonprofit operations highly desired.
  • A leader with eight to ten years of accounting and finance experience in financial project management, auditing, budgeting, and reporting of financial information.
  • Experience coordinating audit activities and managing reporting, budget development and analysis, general ledger, AP, AR, payroll, and investments.
  • Experience translating complex financial concepts to individuals at all levels including finance and non-finance managers.

Ability to effectively communicate all financial matters.

  • Experience and knowledge of accounting and reporting software.
  • Experience with nonprofit accounting standards and practices, and experience working with all levels of governmental agencies preferred.
  • Experience recruiting, developing, and retaining a high performing accounting department.

Additional Eligibility Requirements :

  • Ability to pass a DHS criminal background check.
  • Reliable form of transportation.

Knowledge, Skills, and Abilities :

  • Knowledge of GAAP, including intercompany transactions and exposure to nonprofit accounting practices.
  • Knowledge of negotiating and contract management practices.
  • Knowledge of project management and organizational principles and ability to apply the principles to strategic initiatives.
  • Skilled with Microsoft Office suite (Outlook, Word, Excel, PowerPoint, and SharePoint). Specifically with advanced skills in Excel.
  • Skilled using Sage Intacct or other accounting software.
  • Skilled with and ability to work with people of diverse backgrounds, cultures, and perspectives.
  • Skilled in utilization of interpersonal skills, including the ability to adopt interpersonal skills to work across business units.

Essential Duties & Responsibilities :

  • Lead the finance department, overseeing all financial operations including accounting, budgeting, forecasting, and reporting.
  • Leverage strengths of the finance and accounting team members by helping to clarify roles and responsibilities, including the development and implementation of training programs to maximize and reach optimal individual and departmental goals.
  • Ensure compliance with federal, state, and local government regulations, and ensure that expenditures are consistently aligned with grant and program budgets throughout the grant / fund period or federal, state, or local government regulations, utilizing GAAP to ensure that financials are accurately recorded and managed.
  • Develop and implement financial policies and procedures to maximize efficiency and maintain internal controls.
  • Prepare accurate and timely financial reports for the executive team and board of directors.
  • Coordinate with external auditors for annual audits and ensure timely completion of audit reports.
  • Oversee the preparation and submission of tax filings and other required documents.
  • Manage cash flow and forecasting; develop a reliable cash flow projection process and reporting mechanism.
  • Work closely with program directors and managers to ensure program budgets are accurately prepared and monitored.
  • Provide strategic financial input and leadership on decision-making issues affecting the organization.
  • Ensure financial records are maintained in compliance with accepted policies and procedures.
  • Provide leadership utilizing internal communications to promote a positive and supportive work environment.
  • Manage the system for the precise and prompt submission and processing of monthly billing, receivables, and reimbursements, ensuring effective internal financial controls and overseeing expenditure related to subcontracting agencies.
  • Oversee the invoicing and payment tracking for contracts to ensure they meet both contractual obligations and audit requirements.
  • Engage in meetings pertinent to the development of new programs, the drafting of grants, ensuring contract compliance, fostering collaborations, and enhancing service delivery.
  • Build and maintain constructive relationships with various Divisions, programs, funders, auditors, collaborators, and both professional and community organizations.
  • Conduct financial impact assessments and examine various scenarios for changes in wages across the agency, including adjustments to the minimum wage and other compensation changes from the last fiscal year.
  • Lead the budgeting and financial strategy development for agency-wide projects.
  • Handle the financial reporting for different government grants, both for initial application and subsequent reporting after the award.
  • Develop financial strategies for upcoming projects and initiatives.
  • Perform additional tasks assigned by the Vice President of Finance.

Supervisory Responsibility : Supervision of financial and accounting staff.

Position Type / Expected Hours of Work : This is a full-time, salaried exempt position, typically operating from Monday to Friday.

Evening hours or weekend work may occasionally be required.
