As the Data Governance Officer at the OAG, you will spearhead the agency's Data Governance and Management Program. In this pivotal role, you will lead the development and implementation of data management, ensure compliance with SB-475, and drive initiatives for data classification.
Your primary responsibilities include maintaining the integrity and security of OAG data, while acting as a key facilitator among various divisions.
You will cultivate strong relationships with business stakeholders to create a unified approach to data management. ESSENTIAL POSITION FUNCTIONS
Data Governance Program Management :
- Oversee the agency's data governance and data management program, ensuring it aligns with the strategic objectives of the OAG.
- Establish clear goals, objectives, and controls within the Data Governance Program to effectively govern the agency's data assets.
- Work collaboratively with internal divisions and departments to define program requirements and set standards for data governance.
- Partner with the Data Management Officer and the Director of Data & CDO Programs to integrate data governance strategies seamlessly across the organization.
- Provide regular updates on program status and progress to all levels of stakeholders.
Data Strategy Implementation Support :
- Develop and execute a comprehensive data strategy that supports the OAG’s operational and strategic goals.
- Implement data management practices that ensure accuracy, accessibility, and protection of data assets.
- Provide support for data-driven projects by offering expertise in data standards, quality, and consistency across the agency.
- Collaborate with IT and business units to ensure that data strategies and practices align with organizational needs and regulatory requirements.
- Facilitate the integration of advanced data technologies and analytical tools to enhance decision-making and operational efficiency within the OAG.
Data Management and Data Compliance :
- Oversee the organization and maintenance of data across the agency, ensuring it is structured, stored, and accessible in compliance with relevant laws and regulations.
- Develop and enforce data compliance policies that align with industry standards and government regulations to protect the integrity and confidentiality of data.
- Conduct regular audits and reviews to monitor compliance with data management policies and to identify and rectify potential data breaches or compliance issues.
- Collaborate with legal and regulatory teams to stay updated on changes in data protection laws and adjust data management practices accordingly.
- Educate and train staff on best practices in data handling, security protocols, and compliance requirements to foster a culture of data responsibility and awareness within the OAG.
Risk Management and Mitigation :
- Assess potential risks to data integrity, confidentiality, and availability.
- Develop strategies to mitigate risks effectively and implement controls and safeguards.
- Conduct risk assessments and develop contingency plans to address potential threats to data security.
- Proactively monitor for data-related risks and take corrective actions as needed to minimize their impact on the organization.
Chief Data Office Duties and Support :
- Collaborate closely with the Chief Data Officer (CDO) and any IT project teams to ensure alignment of data governance initiatives with broader IT goals and objectives.
- Provide guidance on data governance best practices to support the development and implementation of data-related projects across the OAG IT organization.
- Actively participate in cross-functional meetings and working groups to identify opportunities for synergies and collaboration, fostering a culture of knowledge sharing and continuous improvement.
- Serve as a collaborative support for data governance matters, offering mentorship and support to project teams as they navigate data-related challenges and opportunities.

Qualifications
MINIMUM QUALIFICATIONS
- Education : Graduation from high school or equivalent
- Education : Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis : data governance, cybersecurity, records management, project management, program management, business administration, policy writing, computer science, or information technology
- Experience : Three years of full-time experience working in the following (or closely related) fields : data governance, cybersecurity, records management, project management, program management, business administration, policy writing, computer science, or information technology
- Strong analytical skills with the ability to assess data quality, identify trends and patterns, and make data-driven recommendations
- Excellent communication skills, both verbal and written, with the ability to convey complex information to diverse audiences in a clear and concise manner.
- Must be able and willing to work with others frequently to obtain buy-in and leverage multi-disciplinary teams to make data-driven decisions
- Knowledge of regulatory requirements and industry best practices related to data governance, compliance, and risk management
- Knowledge of data management frameworks, standards, and procedures, including data classification, metadata management, and data lineage
- Knowledge and experience working with relevant data regulations and standards, such as SB-475, the Texas Administrative Code, NIST-800 series, the Texas Government Code, and the ability to interpret and apply them effectively
- Skill in implementing and managing data governance programs or cybersecurity programs, preferably in a government or regulatory agency setting
- Skill in efficiently managing multiple tasks simultaneously, ruthlessly prioritizing them based on urgency and importance, and consistently meeting or exceeding deadlines without compromise
- Skill in consistently demonstrating unwaveringly sound judgment and making decisive, effective decisions in all circumstances, with an uncompromising commitment to improving and upholding standards of excellence
- Strong problem-solving abilities with the capacity to identify potential risks and develop proactive strategies to mitigate them
- Ability to collaborate effectively with internal and external stakeholders to establish and enforce data governance policies and procedures

- Ability to collaboratively engage with colleagues in a professional setting, including working in person at an OAG work location when necessary, and arranging personal transportation for business-related travel, all while demonstrating flexibility to work beyond standard hours as required and in accordance with the Fair Labor Standards Act (FLSA)
- Ability to lift and relocate 30 lbs.
