Salary Range - $71,726.40 - $103,792.32

What it's all about :

As the State of Rhode Island's housing finance agency, RIHousing administers a variety of federal, state and agency funded housing development programs.

Incumbent's primary responsibilities include developing a practical knowledge of these housing development programs, assessing applications for funding and stewarding projects funded by these sources through the development cycle.

This is a professional and administrative position in RIHousing's Development Division. Incumbent is responsible for the implementation and administration of United States Department of Housing and Urban Development's ("HUD") programs.

Programs include the Home Investment Partnership Program ("HOME"), HOME American Rescue Plan ("HOME-ARP") and the national Housing Trust Fund ("HTF").

These federal programs provide financing primarily to develop affordable housing opportunities to low and moderate income households in the State of Rhode Island.

What you'll do on a daily basis :

In this capacity, incumbent will manage a portfolio of loans and grants and be responsible for oversight and compliance with program activities.

The position requires strong communication, analytical, and organizational skills as well as an understanding of single / multifamily real estate finance and development and supportive housing.

The position requires experience in compliance, financial management, monitoring, contract administration and preparation of plans and reports.

The incumbent will supervise staff to ensure that program administration, monitoring and reporting responsibilities are carried out accurately and in a timely fashion consistent with all regulatory and contractual requirements.

Incumbent and assigned staff will review applications for funding in accordance with specific published guidelines and guidance.

This position serves as the primary point of contact for all program related activity including interaction with project sponsors and development team members, representatives of Federal, State, and local government agencies, and other external and external stakeholders.

The position is responsible for being current on Program regulations and reporting requirements; implementing and updating program policies and procedures;

and coordination with the Multifamily development team in application solicitation, review and underwriting. Incumbent performs a variety of research, analysis, program design, budget, compliance, underwriting and reporting functions on a daily basis.

The position serves as the principal technical resource staff person for the Programs by providing guidance on matters pertaining to statutory and regulatory requirements and other administrative directives.

Incumbent may be assigned additional programs as needed. Incumbent will work closely with other Division team members to assist and advise in structuring transactions to comply with all regulatory and contractual requirements.

What you'll bring to the team :

  • Work with the Assistant Director in managing the daily operations of the assigned programs to ensure that project underwriting, funding recommendations and developments are in accordance with applicable policies and guidelines.
  • Manage and trains staff to ensure the cost-effective administration of all assigned programs. Conducts performance evaluations for direct reports.
  • Program design and assisting with the creation of program materials, such as applications, forms, training materials, and written policies and procedures.
  • Prepare HOME, HOME-ARP and HTF portions of HUD's Annual Action Plan ("AAP") and Consolidated Annual Performance and Evaluation Report ("CAPER")
  • Maintain a pipeline tracking system for all projects funded and under development.
  • Approve eligible expenditure disbursements
  • Prepare and monitors budgets; Maintains Program files

What you'll need to succeed :

  • Bachelor's degree in public administration, urban / community planning, business, real estate or related field or acceptable equivalent work experience.
  • Working knowledge and experience with cross-cutting federal requirements including but not limited to Environmental Reviews, Section 3 Economic Opportunities and the Build America, Buy America Act
  • Relevant experience in government or real estate / housing related industry
  • Supervisory and / or personnel management experience
  • Successful program management, working knowledge of federal and state housing programs desirable
  • Proven ability to work effectively with non-profit groups and state agencies
  • Strong problem-solving orientation, and flexibility to respond to a changing business environment
  • Ability to learn new programs, and practically apply knowledge in service to program and organizational goals
  • Excellent written and verbal communication skills (bilingual ability preferred)
  • Strong negotiation, computer, and organizational skills
