System & Reporting Analyst - Housing
General Summary :
Assists in the maintenance and administration of the OnlineApplication System (OASYS), including the underlying applications (e.
g., the Affordable Housing Program (AHP) Online Application, the Welcome Home OnlineSystem (WHO), Housing Back-End System (HOBE), etc.
Works closely with Software Engineers to developrequirements for application changes and then test the technologicalimplementation of those changes.
Performs data analysis for departmentalreporting.
Collaborates with Housing & CommunityInvestment (HCI) Department management to update applications and supporting materials, preparedata for presentations, and assess dashboard accuracy, being mindful of regulations, policies, and guidelines.
Analyzes new AHP applications to ensure compliance with FHLBpolicies and Federal Housing Finance Agency (FHFA) regulations and Advisory Bulletins (ABs).
Educatesand assists other FHLB staff, Members,and project Sponsors with the use of FHLB and FHFA applications, and works independently to meet expected deadlines with minimum supervision.
Principal Duties and Responsibilities :
- Prepares a variety of reports, analyses, and materials related to HCI program activities on a scheduled and ad hoc basis.
- Updates / tests the AHP application and related forms for accuracy and consistency with the Affordable Housing Program Implementation Plan.
- Assists in management of AHP offering process as directed and conducts technical assistance to external users throughout the offering period.
- Participates in evaluation of AHP applications.
- Provides program assistance to Members, Sponsors, housing developers, and project owners regarding the use of various HCI programs.
- Performs comprehensive underwriting and analysis of applications, reservations, and disbursements for program eligibility, financial feasibility, and scoring assessment.
- Helps develop marketing materials and presentations for workshops, webinars, and other training events.
- Provides assistance with training, presentations, webinars, and technical assistance to Members, Sponsors, developers, consultants, and other customers utilizing the AHP and other HCI programs.
- Tests online applications for conformity with specifications.
- Works collaboratively with Software Engineering and Data & Analytics to improve technical systems, dashboards, and databases.
- Participates in defining business system and / or reporting requirements based on business needs.
- Maintains and updates procedures and educational materials related to the use of departmental systems.
- Works with the Marketing Department to support the biannual Community Support Statement process.
- Performs other duties and special projects as assigned by Management.
Minimum Knowledge, Skills and Abilities :
- Knowledge at a level normally acquired through completion of a Bachelor's Degree in Business, Finance, Information Systems, Computer Science, or a related field or equivalent experience.
- One to two years' experience as systems test analyst, compliance analyst, business process analyst, or related experience is preferred.
- Individual should be organized, detail and process-oriented with ability to follow through as necessary.
- Strong technical skills required. Advanced knowledge of Excel, SharePoint, Tableau, and Sequel are highly preferred. Familiarity with systems implementation and technical aspects of customized development are desirable.
- Analytical skills necessary to gather and interpret data and prepare reports.
- Excellent verbal and written communications skills including interpersonal skills necessary to interact effectively and persuasively with internal and external contacts, including the capacity to speak both business and technical languages and translate between the two.
- Demonstrates effective presentation skills including material preparation, recording webinars for training purposes and providing technical assistance as needed.
- Working knowledge of Microsoft Word and PowerPoint and the ability to manage information in comprehensive databases.
- Must be highly self-motivated with the ability to balance working autonomously with the need to build collaboration.

Working Conditions :
Requires dailyinteraction with PCs and data processing processes and software for majority ofduties. Flexibility to meet tightdeadlines as required.
Some workoutside of office environment, including limited travel (up to 10%), may be required,as well as at least two days per week within the office environment.
