NOAA's Office of Education (OEd) works to advance education both within the agency and with the public it serves. OEd provides scholarships and collaborates with universities to prepare and graduate students from diverse backgrounds in NOAA mission-aligned fields.
They offer competitive grants and establish partnerships to integrate NOAA science into schools and organizations. OEd helps coordinate educational activities across NOAA and with external partners to ensure that these efforts are effective and continually improved.
The Education Evaluation Associate will support OEd in the monitoring and evaluation of NOAA Higher Education programs, with an emphasis on undergraduate scholarships.
They will maintain OEd's undergraduate scholarship data system. They will support NOAA's Senior Education Evaluator in the development and implementation of performance measures, logic models, data collection methods, and reporting systems for the agency.
Responsibilities : Provide technical assistance to the Ernest F. Hollings Undergraduate Scholarship Program (HSP), the Hollings Preparatory Program (HPP), and the Educational Partnership Program with Minority-Serving Institutions Undergraduate Scholarship Program (EPP / MSI USP) to achieve their strategic goals and objectives.
Maintain the undergraduate scholarship data system : Maintain and administer scholar and applicant surveys (orientation pre- and post-, program exit, mentor, etc.
Analyze survey dataAnalyze application dataPresent results to program managers and OEd leadership, along with actionable recommendations for program improvementConduct annual National Student Clearinghouse data update for undergraduate scholars and update scholar and alumni tracking dataIdentify, propose, and help implement best practices : Support program managers in improving program implementationKeep up with latest developments in the fieldSupport OEd's undergraduate scholarships strategic recruitment effortsPrepare responses to datacalls for HSP and EPP / MSI USP.
Examples include : NOAA Education quantitative and qualitative annual performance reportingCongressional, Office of Management and Budget (OMB), or Government Accountability Office (GAO) data calls or inquiriesOther Duties : Provide performance data to OEd Communications Team for updating HSP and EPP / MSI USP websitesSupport inter- or intra-agency efforts focusing on student opportunitiesSupport alumni tracking effortsSupport OEd contracts focusing on higher education and / or student opportunities, as a Subject Matter Expert (SME)Support NOAA-wide education evaluation efforts, as appropriatePresent evaluations at national conferencesMaintain and update program impact data using internal databases and external public-facing databasesTelework or remote work may be considered upon request.
Required Experience : 1+ years of experience in conducting evaluations of education programs and evaluation project management.
Academic program administration, especially with pipeline programs (e.g., internships, practicums, etc.) highly desired.Education : PhD in Education, Program Evaluation, or related social science degree;
or MA / MS with substantial work experience in education evaluation.Skills : Design, plan, organize, and implement evaluation projects.
For example, needs assessments, program evaluation, research studies using primary or secondary datasets, data analysis and interpretation, and management information systems or data collection and monitoring systems in education-related programs.
Knowledge of evaluation approaches and data collection techniques.Knowledge of workforce and diversity / inclusion issues specifically within the STEM field.
Manage, clean, and analyze evaluation datasets.Strong organizational, analytical, and oral and written communication skills;
project management, group facilitation, and interpersonal skillsWork independently in a collaborative, geographically distributed environment.
Proficient in the use of Google Suite (Mail, Calendar, Drive, Docs, Sheets, Slides, Meet) and online survey software.Other Requirements : Citizenship : US Citizen or Green Card holderClearance : Must be able to pass a background check for a public trust.
