Job Summary : The Emergency Management Logistics Chief is responsible for planning, coordinating, and managing all logistical operations that support emergency management and disaster response activities.
This position ensures the timely procurement, delivery, and accountability of personnel, equipment, supplies, and services necessary for incident response, recovery, and continuity operations.
The Logistics Chief plays a key leadership role in supporting operational readiness, resource management, and interagency coordination during emergencies and planned events.
Job Description / Essential Functions :
Emergency Operations & Incident Support
- Serve as the Logistics Section Chief within the Incident Command System (ICS) during emergencies and exercises.
- Direct and coordinate logistics operations including facilities, transportation, supply, equipment, communications, and resource management.
- Ensure all logistical support activities comply with the National Incident Management System (NIMS) and agency emergency operations plans.
- Maintain situational awareness of resource needs and provide status reports to the Incident Commander or Emergency Operations Center (EOC) Director.
- Manage staging areas, base camps, points of distribution (PODs), and resource reception centers.
Planning & Preparedness
Develop and maintain logistics plans, standard operating procedures (SOPs), and resource databases.Conduct readiness assessments and ensure critical supplies, equipment, and mutual aid resources are available and deployable.Coordinate with local, state, and federal agencies, as well as private sector and nonprofit partners, to establish logistics support agreements and vendor contracts.Participate in training, drills, and exercises to validate logistical capabilities and response plans.Resource & Asset Management
Oversee the acquisition, tracking, and accountability of resources used during incidents and recovery operations.Manage inventories of emergency equipment, vehicles, fuel, and consumable supplies.Ensure compliance with procurement and reimbursement guidelines.Administration & Coordination
Prepare after-action reports, cost analyses, and documentation for audits and reimbursement.Advise leadership on logistical constraints and support requirements during planning and operational periods.Maintain strong working relationships with emergency support functions (ESFs), public works, law enforcement, and public health partners.Support the development and implementation of continuity of operations (COOP).Preferred Qualifications
Education and Experience :
Bachelor's degree in Emergency Management, Logistics, Public Administration, or related field (or equivalent experience).Three (3) or more years of progressively responsible experience in logistics, emergency management, or incident support operations.Knowledge, Skills, and Abilities :
Thorough understanding of ICS, NIMS, and emergency management principles.Strong knowledge of supply chain management, procurement processes, and resource tracking systems.Ability to manage personnel and multiple priorities in high-pressure environments.Excellent communication, problem-solving, and decision-making skills.Proficiency in emergency management software and Microsoft Office Suite.Other Duties : Ability to travel overnight, statewide, and regionally, as directed by the function of the position and the business needs of the agency.
