The Department of General Services makes Tennessee State Government work! Literally. State troopers, and social workers, are a few State employees who couldn't do their jobs without the vehicles we purchase and maintain.

The Department of Transportation relies on us to purchase salt to treat icy roads. When you visit the State Capitol or other State buildings across Tennessee, our Department has had a hand in it.

We are responsible for operating, managing, and maintaining real estate assets owned by the State. Even the governor relies on our team to document his appearances and various State events through photography.

How you make a difference in this role :

As the Data Analyst, you will be responsible for collecting and analyzing data to assist in developing and implementing best practices to transform public procurement.

You will research strategies to optimize procurement efficiency, quality, and measurement. In this role, you are expected to gather information, interpret data, analyze results, and make recommendations using qualitative and quantitative techniques.

You must be able to solve complex problems associated with research, data and spend analysis, cost benchmarks, and procurement processes.

You should also possess advanced written and verbal communication skills as well as an advanced working knowledge of Microsoft Excel and PowerPoint.

Job Overview :

This position reports to the Data Analytics Program Manager. The position has a hybrid work schedule with two days a week in-office and a monthly starting salary of $4,017-$5,028 (determined by experience).

Key Responsibilities :

  • Develop and implement research, data collection systems, data analysis, and other strategies to optimize procurement and decision-making processes
  • Structure and conduct fundamental research into relevant procurement and industry topics
  • Interpret complex data sets and analyze results using statistical techniques, such as sampling, modeling, and data mining, to provide ongoing reports
  • Develop and implement databases and data collection systems, data analytics, and other strategies
  • Filter and cleanse data by reviewing and comparing reports to identify data discrepancies
  • Prepare and present findings resulting from research to management
  • Locate and define new process improvement opportunities
  • Gather, calculate, analyze, and report on estimated and validated savings associated with contract proposals for the Central Procurement Office
  • Gather, analyze, and report contract expenditure data for the Central Procurement Office
  • Possess and demonstrate general knowledge of policies, procedures, and execution strategy for multiple solicitation methods, including Request for Proposal, Request for Qualifications, Invitation to Bid, Competitive Negotiation, Reverse Auction, and Informal Bid
  • Provide strategic advice and consultation to procurement staff to determine the proper methods of procurement as well as strategy development and execution of procurement activities
  • Work closely with other Central Procurement Office teams in support of procurement activities
  • Build and manage business relationships with agency procurement staff, Central Procurement Office Category Management teams, and key vendors to facilitate efficient data collection and reporting processes
  • Occasionally represent the Central Procurement Office while speaking at events with internal and external stakeholders

Minimum Qualifications :

  • Bachelor's degree from an accredited college or university
  • Four years of business, procurement, or contract management experience can substitute for a bachelor's degree

Required Experience :

  • Two years of procurement experience
  • Advanced Microsoft Excel, Word, and PowerPoint skills
  • Experience with working with Tableau and Oracle BI
  • Excellent organizational skills
  • Exceptional problem-solving skills
  • Outstanding mathematical and analytical skills
  • Excellent communication skills, including verbal and written
  • Brilliant presentation skills
  • Experience working with large data sets
