Duty Description Serves as Chief of Defense Cover Office (DCO) and chief executive of the Defense Cover Program (DCP) on behalf of the Defense Intelligence Agency (DIA) and Under Secretary of Defense for Intelligence and Security USD(I&S) on all matters concerning Department of Defense (DoD) cover operations.
Key responsibilities and duties :
Manage day-to-day operations and long-range (5-15 years) strategic planning for the Program as it pertains to policy; resources;
investments; tactics, techniques and procedures (TTPs), training, modernization, and other related issues.
Manage governance responsibilities.
Develop and implement strategic communications.
Initiate and manage purposeful partnerships.
Manage and evolve systemic processes to safeguard persons and operations using cover.
Manage facilities, finances, security, and systems engineering to support cover users.
Serve as the functional information manager for all related cover and cover management data.
Provide performance management support, and implement processes to increase effectiveness and efficiency of the Program.
Serves as the Occupational Career Specialty Manager.

Minimum Qualifications Required 1. Demonstrated success in leading organizational change driven by evolving mission needs or resource constraints, coordinating effective business processes, delivering outcomes within time constraints, managing competing priorities, and adjusting quickly to deal with time-sensitive
requirements.
2. Extensive experience conducting and managing human intelligence (HUMINT) / CI collection operations to include experience as a cover user and / or cover technician.
3. Experience working across strategic and operational levels of DoD and knowledge of enterprise management.
4. Completion of advanced HUMINT or CI tradecraft training.
