The Center for Spatial Analysis (CSA) is seeking a GIS Technical Lead to support several grants / contracts that demand different solutions, skills, and deliverables.
The GIS Technical Lead will be trained on each of the projects and will work to help the department provide coverage as requests and requirements change.
The GIS Technical Lead is expected to provide outstanding customer service to all clients and to office personnel. The successful candidate should be able to lead and participate in all aspects of the software development lifecycle for GIS applications and projects.
Key areas of expertise include working knowledge of GIS and Esri products with preference for development and maintenance of solutions in Arcade, Python (ArcPy) and ArcGIS Maps SDK for JavaScript.
The GIS Technical Lead might occasionally be called on to offer presentations, trainings, and / or workshops, as well as help plan CSA-sponsored events.
Duties Include :
Maintains complex geographic datasets and GIS web applications. Performs updates and edits.
- Collects and analyzes data to make geospatial decisions. Researches source documents to resolve missing or conflicting data.
- Performs standard spatial analyses such as buffering, spatial overlays and distance calculations.
- Provide application management including design, development, implementation, maintenance, documentation and use of code repositories, and creation and maintenance of procedural documentation.
- Manages project timelines and provides status reports to ensure task completion within established timeline.
- Provides training to end users on processes and applications as necessary.
- Writes reports suitable for both technical and non-technical audiences.
- Interprets and prepares information for a wide variety of GIS datasets that can be geo-processed, analyzed, and mapped.
- Designs databases and supports colleagues that use GIS and integrates GIS with other technologies. Perform various duties as needed to successfully fulfill the function of the position.

Job Location
Required Education and Experience : Bachelor's Degree AND :
24 months of technical experience in the development, uses, and operations of GIS, including the entry, editing, and retrieval of geospatial data in GIS databases.
Equivalency / Substitution : Will accept 48 months related experience in lieu of Bachelor's Degree for a total of 72 months of related experience.
Skills :
- Knowledge and experience with GIS software and relational database management systems.
- Perform mid-level professional technical services in GIS technology areas including application development, GIS analysis, system implementation, and project management.
- Experience with all aspects of software development lifecycle methodology and basic project management skills.
- Successfully troubleshoot system and application issues and identify creative solutions to answer needs.
- Maintain working knowledge of key developments in the geospatial technology area.
- Experience developing client and co-worker facing project orientation material, conducting meetings, and making presentations.
- Assist and collaborate with other staff on projects as needed.
- Excellent verbal and communication skills.

Departmental Preferences :
- Experience with Esri products including desktop (ArcGIS Pro), ArcGIS Enterprise, ArcGIS Online, and SDE.
- Experience with Esri's Field Maps, Survey123 and web application development.
