AdNet is participating in a Request for Proposal for the Federal Government.

EEO Specialist Tasks :

  • Provide counseling services to employees who allege discrimination, illegal harassment, or other EEO violations.
  • Conduct intake interviews with complainants to gather relevant information, assess the nature of the complaint, and frame the claims.
  • Offer informal resolution options to complainants, including alternative dispute resolution (ADR) techniques.
  • Conduct and / or assist in conducting thorough inquiries of complaints in accordance with agency procedures and EEO regulations.
  • Support in interviewing relevant parties, collecting evidence, and analyzing information to determine the validity of the complaint.
  • Prepare analysis and comprehensive reports documenting findings, conclusions, and recommended actions for resolution. To Include but not limited to Discrimination, illegal Harassment, and other EEO Violation Complaints, Inquiries, Allegations of Noncompliance with Settlement Agreements or Final Decisions, and Resolution Attempts.
  • Request and coordinate ADR mediations through the Department of the Navy, Center of Excellence.
  • Serve as a neutral party in facilitating discussions with settlement authority to resolve informal EEO complaints.
  • Issue notice of right to file a formal complaint when the complaint is not resolved.
  • Provide guidance and advice to agency management and employees on EEO policies, procedures, and best practices.
  • Collaborate with agency leadership and stakeholders to develop and implement strategies for promoting diversity, equity, and inclusion and eliminating discrimination and illegal harassment in the workplace.
  • Maintain confidentiality and handle sensitive information with discretion throughout the complaint resolution process.
  • Monitor and track the progress of complaints through resolution, ensuring compliance with established timelines and reporting requirements.
  • Process reasonable accommodations in accordance with the Navy Reasonable Accommodations Processing Manual utilizing the Navy Electronic Accommodation Tracker (NEAT).
  • Provide complaints management in accordance Navy Complaints Management Manual, utilizing Entellitrak Equal Employment Opportunity (ETK EEO).
  • Deliver training and educational workshops to employees on EEO principles, NO FEAR Act, whistleblower protection, and reasonable accommodations process as needed.
  • Upload documents as required into EEO systems. (i.e. ETK EEO, Federal Sector EEO Portal (FedSEP), NEAT, Investigation and Resolutions Case Management System (IRCMS), and other relevant EEO software).

Qualifications :

  • Bachelor's degree in human resources, social sciences, law, or related field.
  • Certification as an EEO Counselor preferred.
  • Experience conducting inquiries and resolving workplace disputes, preferably in a government setting.
  • Knowledge of federal EEO laws, regulations, and best practices.
  • Strong communication, briefing, interpersonal, and conflict resolution skills.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Proficiency in using Microsoft Office applications and other relevant software. EEO software experience includes but is not limited to, Entellitrak Equal Employment Opportunity (ETK EEO), Federal Sector EEO Portal (FedSEP), HR Link, Navy Electronic Accommodation Tracker (NEAT), Investigation and Resolutions Case Management System (IRCMS), and other relevant EEO software.

Requirements :

  • 3 years' experience in federal EEO complaint processing.
  • Equal Employment Opportunity Counselor Course
  • EEO Professional Series Advanced Course
  • Disability Program Manager Course
  • 2 years' experience processing federal Reasonable Accommodations

Security Clearance :

The contractor personnel shall have a secret clearance level and the ability to obtain and maintain a security clearance as specified by the contracting agency.

A DD254 will be required for this requirement, along with a requirement for contractors to sign a Non-Disclosure Agreement (NDAs).
