JOB DESCRIPTION :
The Disasters program area supports the use of Earth observations across disaster management communities by advancing the strategic development, implementation, and coordination of three core elements of the Disasters Program : 1) the Disasters Science to Action Portfolio supporting a range of sectors and decisions across the disaster management cycle (see Disasters Program Plan);
2) the Disasters Response Coordination System; 3) the open-science Disasters Partnership and Learning Platform ( forthwith referred to as the Disasters Portal) that provides a range of capability and technology exchange by fostering knowledge-sharing across the Disasters Program and the disaster management community.
Ths successful candidate must be able to do the following :
- 1) Support the design, development, and implementation of the Disasters Portal transition into a cloud-based environment;
- 2) Collaborate across the Disasters Program and with NASA's Earth Science Data Systems Office to ensure implementation of the Disasters Portal including the development of requirements needed for successful transition;
- 3) Co-lead the development of an Annual Disasters Program Stakeholder Needs Workshop to ensure the Disasters Portal continues to serve the needs of the Program's Disaster Management Communities, including identification of new opportunities and challenges for the Disasters Program to address;
- 4) Identify opportunities to build case studies, workflows, and tutorials on the use of the Disaster Portal across decision-making related to disaster risk reduction, response, recovery, and resilience, and other topics as identified;
5) Support deliverables for the annual report, annual program documents, stakeholder needs workshop, and other deliverables as identified.
Candidate must hold, or be able to obtain, a TS security clearance or higher.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE :
MS Degree or higher in the field of Earth Science, Engineering, or related field.
At least 8 years progressive experience in the field of Earth Science and Geospacial Information Systems, with significant relevant experience supporting the use of Earth observations to understand and manage the coordinated response by various government agencies to natural disasters.
REQUIRED SKILLS :
Advanced skills in ArcGIS and associated products, spatial analysis and statistics, Python, hydrological modeling, and multi-spectral satellite image processing.
Advanced communication skills; must be able to related to diverse users and stakeholders across multiple government agencies and the military.
Excellent teamwork skills and customer support
