Purpose
The Economic Opportunity Program Officer is responsible for coordinating the delivery of high-quality resettlement and integration services for refugee populations, primarily served through the Matching Grant (MG), Preferred Communities (PC), Reception and Placement (R&P), and Afghan Placement Assistance (APA) Programs, across the CWS affiliate network.
This position has responsibilities overseeing the programmatic implementation and compliance of the Matching Grant program and supervising the Economic Opportunity Program Specialist.
The position also has responsibilities related to protocol development and implementation, data analysis, program development, training, technical assistance and proposal and report writing.
An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to complete assignments.
Responsibilities
Maintain up-to-date self-education about economic opportunity, financial literacy, career pathways among other related themes in relation to resettlement and integration programs, and develop specific expertise in R&P, PC, MG and APA Programs.
Ensure other unit colleagues are informed as appropriate.
Maintain day-to-day contact and provide technical assistance to affiliates on overall economic opportunity program implementation and services, particularly for clients enrolled in PC, MG and APA populations.
Serve as primary point of contact and subject matter expert relating to economic opportunity practices for said populations for headquarters and affiliate network staff.
- Assist in the development or revision of CWS policies, standard operating procedures and training materials to ensure high quality service provision by CWS affiliates.
- Particular focus will be placed on the development and curation of tools, resources and trainings related to job readiness, job coaching, financial literacy, career pathways and other economic opportunity themes for the CWS network.
- Oversee implementation and overall compliance of the Matching Grant program in consultation with supervisor, including ensuring timely reporting, evaluation of programmatic changes and impacts to the grant as well as development of yearly MG grant proposals.
- Contribute to the development of the PC and other proposals related to resettlement and integration when requested.
- Contribute to PC semi-annual and annual narrative and data reports and other reports as requested.
- Establish indicators to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement.
- In collaboration with colleagues, develop and provide needs-based technical assistance and training; this may be provided through, e-learning modules, webinars, in-person trainings, communities of practice and one-on-one phone calls.
- Liaise with other unit colleagues for the purpose of sharing relevant information regarding resettlement sites, particularly as it relates to case management standards of care.
- Train and guide program monitors to assess compliance and support successful implementation of programs serving vulnerable populations.
- As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners and other stakeholders.
- Perform other related duties and projects as requested.
Qualifications
- Bachelor’s degree or equivalent professional experience required.
- 5 years previous work experience in military, law enforcement, or commercial security management is required.
- 2 years of supervisory experience is required.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, lead presentations, training courses, and effective meetings.
- Demonstrated experience developing standard operating procedures (SOPs) for security program highly desirable.
- Detail oriented with ability to work both independently and as part of a team.
- Demonstrated integrity, independent thinking, judgment, and respect for others.
- Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
- Strong administrative skills, word processing and data collection abilities, and attention to detail.
- Ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results.
- Previous experience working with non-profit, NGOs, or other development organizations desirable.
- Security and safety industry certification desirable.
- Must be willing to travel to CWS offices internationally and domestically.
- Strong organizational, diplomatic and priority-setting skills are needed to provide oversight of IRP’s New Jersey resettlement and processing staff.
- Strong oral and written communication skills.
- Ability to work as part of a team.
- Experience in working under pressure.

Work Location :
This position is a remote role with in-person responsibilities related to monitoring and other site visits. Remote employees must be able to fulfil the following conditions :

- Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
- Regular work hours must span core business hours 10AM-4PM Eastern time
- Close proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
