This position has some requirements for in-person work with the possibility of becoming fully remote.

This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO

The person is a position will oversee the financial policy and process functions of the Disaster Recovery and Resilience (DRR) division.

This position will collaborate closely with the OHCS Central Services division, especially the Accounting, Budget, and Fiscal staff.

The OHCS DRR division will manage a customized Customer Relationship Management (CRM) platform for the OHCS Recovery & Resilience programs benefitting disaster survivors.

The CRM platform will be used for the implementation of a variety of recovery programs. Within the system, OHCS Recovery & Resilience will design at least : public intake portal, system architecture for a unique applicant record, automation for system processing of eligible applicant files, protocols for standardized external contact to applicants within the system, and interface with OHCS accounting systems including batch payment processes and vendor setup.

This position will coordinate with CRM developers, OHCS' IT team, and various other business stakeholders. This position will work closely with key OHCS staff to develop financial policies, procedures, and requirements needed for all the recovery programs run through the CRM.

This position will participate in and collaborate on (unless another development model is used) the Agile sprint cycle employed to design and enhance the operations of the CRM for all financial and accounting business processes.

This position will also be responsible for developing financial and accounting business processes to ensure accurate exchange of data and information including reports.

The Disaster Recovery and Resilience Senior Financial Analyst will ensure that establishment of DRR division protocols within the CRM system meet OHCS policy and requirements.

Through this complex work, the Senior Financial Analyst will develop original CRM System business requirements to define how the CRM system can be optimized for CDBG-DR financial management.

  • This position will support the development, analysis, and forecasting of financial trends of recovery investments and key strategic initiatives;
  • generate required reports for HUD or other financial reporting' ensure all Federal financial reporting is timely and accurate;
  • define DRR internal business policy and practice for the review and approval of invoices in collaboration with Contract Administrators;

identify and implement process improvement initiatives related to financial policies, procedures, and functionality in the CRM system.

The position will coordinate connecting financial system reporting to internal resources overseeing HUD's Disaster Recovery Grant Reporting system (DRGR), other IT systems, and support reporting financials to external and internal stakeholders.

This includes supporting financial reporting to executive staff with data-driven program analysis, financial trend analysis, and outcome-based program reporting and reviews.

This position will be a policy expert in overlaying requirements of HUD CDBG-DR programs with OHCS business practices. This highly technical and policy-driven work will require a skilled financial policy analyst to navigate cross-cutting federal requirements.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills;

and five years' experience coordinating or administering a program.

Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

Three years of similar experience in disaster recovery, program management, or a related field.

Considerable knowledge of information tracking systems and databases applicable to the work.

Experience developing, implementing, testing, enhancing, and supporting a customer relationship management (CRM) system is preferred.

Ability to plan, organize, and act as a lead with staff.

Ability to work independently to meet goals and deadlines.

Experience with relational database programs.

Knowledge of or certification in Project Management Body of Knowledge (PMBOK) best practices preferred.

Knowledge and understanding of the principles of governmental accounting and financial reporting.

DISASTER RECOVERY & REILIANCE

The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters.

The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon.

Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state.

The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well.

OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires.

This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others.

Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and / or new policies and reporting requirements.
