NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Contingent permanent qualifications :
Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18, OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.
1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist 1 through NYS HELPS Program :
Trainee 1 : A bachelor's degree or higher.
Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.)
Trainee 2 : A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.
Grade 18 : A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
- A master's degree may substitute for one year of professional clinical or professional administrative experience.

Duties Description Reporting to the Office of Addiction Service's Investigations Unit's Confidential Investigator, the Addictions Program Specialist 1, or Addictions Program Specialist Trainee 1 or 2, will assist in the review of complaints and conduct investigations to determine the validity of allegations made.
Key tasks include :
- Log complaints received and maintain a tracking system to monitor status of all complaint cases.
- Under the supervision of the Confidential Investigator, gather data and conduct fact-finding interviews to help assess complaints received.
- Under the supervision of the Confidential Investigator, prepare investigative plans and conduct investigations of low risk, uncomplicated complaint cases.
- Assist in handling telephone inquiries, managing active cases, transcribing recorded interviews, and preparing summaries of information gathered.
- Assist in the preparation of investigative reports and summaries to be forwarded to the Credentialing Unit, Counsel's Office, Credentials Board and / or hearing officials.
- Assisting in ensuring compliance with administrative requirements by : (1) reviewing and processing reports; (2) preparing correspondence and a variety of reports relevant to the processing of CASAC complaints
- Providing telephone and e-mail technical assistance to treatment programs / credentialed professionals regarding information requests and complaint processes.
- Working with the Vulnerable Persons Central Register (VPCR) and Justice Center information / reports
- Maintaining / updating databases including ACCESS and EXCEL
- Reviewing reports for completeness.
- Additional duties as assigned.
This position requires travel occasionally to areas not served by public transportation (approximately 30%)
Additional Comments Salary Range :
Trainee 1 : $49,363 - $63,169*
Trainee 2 : $52,198 - $66,634
Grade 18 : $65,001 - $82,656
Trainee 1 candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18.
The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews.
Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay / Geographic Pay / Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
Telecommuting may be discussed as part of the interview process.
