Title : Contract Specialist

Location : Laurel, MD 20707

Duration : 6 months Contract

Position Description

The Contract Specialist supports the processes associated with contract management including maintaining a high level of data quality and integrity within support systems, and ensuring operational compliance with approved business processes and business rules to improve the quality, efficiency, and effectiveness of services to Client Water’s internal customers.

The Specialist is also responsible for managing the timely development and reporting of key performance indicators and metrics.

Essential Functions

  • Collects and monitors data for key business process metrics, implements improvement plans, and advises on industry-wide best practices to generate improvements
  • Supports procurement governance by providing necessary contract administration data
  • Implements processes to ensure contract compliance and integrity through internal controls
  • Performs quality assurance and control reviews of contracts and relative contract management processes
  • Implements fixes required to correct data and process errors
  • Develops, recommends, and implements process improvements and procedures
  • Works with stakeholders to develop reports’ specifications and contract management needs analysis
  • Leads ad hoc projects as assigned by management
  • Provides input on procurement and contracting process recommendations to increase efficiency
  • Coordinates and conducts training sessions for internal stakeholders
  • Supports the management team in ensuring that all contract management activities are in compliance with Federal and State laws and Client Water policies, procedures, Rules and Regulations;
  • Works closely in concert with technical subject matter experts to gather requirements for procurement process improvements
  • Demonstrated process focus and problem-solving skills Other Functions
  • Facilitates and participates in meetings with internal and external stakeholders as needed
  • Performs other duties as assigned

Skills Required :

  • Knowledge of public procurement best practices, regulations, procedures, business policies, and operational activities
  • Knowledge of the basics of supply chain operations, procurement and strategic sourcing
  • Knowledge of business process design, data analysis, and business performance measurement
  • Knowledge of strategic planning, project management, and cross functional teaming
  • Functional knowledge of Oracle Procure-to-Pay
  • Familiarity with accounting and purchasing systems and their relationship to requisitioning, ordering and invoice payment
  • Advanced Microsoft Excel skills
  • Excellent analytical, organizational and time management skills
  • Excellent written and verbal communication skills
  • Excellent interpersonal skills
  • Ability to work under pressure, meet deadlines and adjust to changing priorities
  • Ability to motivate self and follow-through on a variety of projects

Experience Required : 5+ years in supply chain / procurement / contract administration experience

Education Required : Bachelor’s degree in Business Administration, Supply Chain or related field

Education Preferred :

  • Certification from an accredited procurement program (such as the Institute for Supply Management, the National Institute for Governmental Purchasing, APICS - The Association for Operations Management, etc.
  • as a Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Professional in Supplier Diversity (CPSD), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Certified in Production and Inventory Management (CPIM), designation as a Federal Government Acquisition Professional certified to Level II, or equivalent;
  • Background in public sector procurement training;
