WSDOT TSD and MPDD isfor one Expertlevel GIS Analyst for the WSDOT HPMSLRS Modernizationproject there may be an ongoing need for additional GIS analysis orimplementation workas

Required

AllInformation Technology GIS Analyst Consultant candidates musthave :

• Expertlevel of experience (minimum of 8 years) as an InformationTechnology GIS Analyst working with internal customers and agencystaff in the planning design development testing and implementationof enterprise scale GIS datasets andapplications.
• University level orequivalent education and training in GIS surveying engineering orsimilardiscipline.
• Expert level ofexperience (minimum of 8 years) that includes process mappingworkflow modeling conceptual and logical data modeling businessrules modeling use case modeling scope management and requirementselicitation and management for GIS data andapplications.
• Technicalbackground / experience (minimum 8 years) that includes configuringhighly customized map based interfaces and other products writingprograms using GIS development tools and languages data baseadministration or data modeling in activities such as the designdevelopment testing and implementation of a wide variety of GISapplications andsystems.
• Technicalbackground / experience (minimum 5 years) with implementing projectscentered around ESRI based Geographic Information Systems (GIS)technologies for managing linear referencing systems (LRS) andother transportation roadway or civil engineeringdata.
• Demonstratedunderstanding of requirements elicitation and interview techniqueswith a wide range of audiences including from front line workers toexecutive staff.
• Demonstratedunderstanding of requirements management techniques such astraceabilitymatrices.
• Expert level ofexperience in Microsoft Office applications includingVisio.
• Excellent verbal andwritten communicationskills.
• Prior experienceusing requirments management softare such as SPARX EnterpriseArchitect orJama.

It ispreferred that the Information Technology GIS Analyst candidateswillhave :

• Abachelors degree or higher in geographic information systems orrelated field ofstudy.
• Experience inimplementing Cloudhosted GIS mapping and analysis Software as aService (SaaS) implementations utilizing Google Amazon or Microsoftcloud hosting technologies.

• Advanced knowledge(minimum of 3 years) and demonstrated experience in the creationand maintenance of International Institute of Business Analysis(IIBA) Business Analysis Body of Knowledge (BABOK) frameworkdeliverables.
• Experience in thecreation of business requirements for Request for Information (RFI)and Request for Proposal (RFP)solicitations.

Working withthe WSDOT TSD ETPMO Manager Subject Matter Experts and ProjectTeams the Contractor will be responsible for the creationmaintenance and submission of such deliverablesas :

• Creationand maintenance of System UseCases
• Creation andmaintenance of Logical DataModels
• Creation andmaintenance of Business Layer SoftwareFunctions
• Creation andmaintenance of BusinessRules
• Creation andmaintenance of the Business Requirements Document(BRD)
• Creation andmaintenance of StakeholderRequirements
• Creation andmaintenance of AsIs / ToBe WorkflowAnalyses
• Creation andmaintenance of Requirement Traceability Matrices(RTM)
• Creation andmaintenance of project meeting agendas minutes and actionitems
• Creation andmaintenance of weekly monthly and quarterly project statusreports
• Creation andexecution of any required Request for Information (RFI) under TSDETPMO supervision
• Creation andexecution of any required Request for Proposal (RFP) under TSDETPMO supervision
• Other project relateddocumentation as required by the ETPMO Manager Project Managementteam and ProjectDirector.
• Creation andmaintenance of spatial and tabular data maintenance workflowprocesses and documentation for thoseprocesses.
• Creation andmaintenance of business rules for creating and maintaining LRSfeatures including divided and undivided roadways intersections andinterchanges and their relatedcharacteristics.
• Creation andmaintenance of spatial queries to extract information fromdatabases based on location basedcriteria.
• Creation andmaintenance of documentation of data transformations and transfersrequired for data interfaces or web services consumption to / fromother systems orsources.
