The primary mission of this position is to provide leadership, assistance, and support to school districts in implementing efficient and effective education and fiscal policy services, and to facilitate the Department's mission for the delivery of quality and efficient services. Additionally, this position provides internal support and assistance for related Department functions, such as program activities for public schools. A secondary mission is to administer the monitoring and reporting functions of the statewide economic, revenue, and education estimating conference process, acting as liaison with state agency and private sector programs, and legislative policy development for related public school programs.
Duties and Responsibilities : (Note : The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.) The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions :
- Assisting the Deputy Commissioner of Finance and Operations with the Consensus Estimating Conferences to project student enrollment for public schools, community colleges, and state universities, as established in Sections 216.133-216.13, Florida Statutes. Voting memberships of these conferences are the Executive Office of the Governor, the Division of Economic and Demographic Research of the Joint Legislative Management Committee, and the Department of Education. Section 216.135, Florida Statutes, requires that the official estimates approved by these conferences shall be used by all state agencies in carrying out their duties under the state planning and budgeting system.
- This position directly supervises and is responsible for the management and oversight of all activities related to the Bureau of School Business Services.

- Assist and provide significant input with the review of fixed capital outlay special projects.
- Provides technical assistance to all K-20 sectors.
- Assists the Deputy Commissioner of Finance and Operations with the designing, arranging, and supervising of activities required for the Chief Executive Officer Development Program for District School Superintendents.
- Represent the Deputy Commissioner in contacts with public officials, other governmental agencies, and the public, carries out assignments given to the Deputy Commissioner and acts for the Deputy Commissioner during absences.
- Provide direction, guidance, and counsel to administrators and their staff in the management and operation of administrative functions. Consults with staff members to develop solutions for operational problems.
- Edit and approve documents for publication for the Deputy Commissioner, Finance and Operations directives.
- Provide direction and assistance to departmental staff in the preparation and implementation of amendments to education programs and policies to carry out legislative and State Board of Education policy intent.
- Interpret and implement policies regarding education programs and the allocation of personnel and financial resources.
- Respond to, assist, and advise departmental staff as to the proper procedures and actions as they relate to budget planning, fiscal policy, and management including the interpretation of State Budget Policies, State Board of Education Rules, and Florida Statutes.
- Plan, direct, and coordinate the activities of policy and budget management consistent with established performance expectations.
- Assist the Deputy Commissioner of Finance and Operations with responsibility for internal operations as they affect the Chancellors and Deputy Commissioners.
- With the concurrence of the Commissioner, assists the Deputy Commissioner of Finance and Operations who serves as spokesman for the administrative areas to external groups, both public and private.
- Serves as chair of appropriate councils / committees and represents the Deputy Commissioner of Finance and Operations and Commissioner as directed.
- This position establishes policy relative to the planning, direction, and development of education and fiscal management activities.
- This position has the authority to make decisions regarding the implementation of state and federal statutes and rules, approval of program applications, implementation of funding calculations, and approval of amendments. In addition, the position reviews school district financial reports, action plans, and district staff in-service meetings. These actions enable the Department to execute its responsibilities in distributing state and federal funds and fulfilling program requirements as well as assist school districts in efficient and effective operations.
- Serve on coordination and policy committees acting as resource for the support and analysis of legislative activities of the Department of Education.
- Formulate and coordinate teams, study groups, and task forces to plan, develop, implement, monitor, and evaluate various initiatives, projects, and special assignments.
- Serves as a representative of the Department of Florida Education Finance Program Allocation Conference meetings.
- Perform other related duties as assigned by the Commissioner or Deputy Commissioner, including studies or research requested or required by the Legislature or State Board of Education, participation at meetings or conferences concerned with educational matters at the national or state level, and act as liaison with other agencies, committees, or organization.

Educational Substitutions : A bachelor's degree from an accredited college or university in a related field can substitute for 4 years of professional experience. A master's degree from an accredited college or university in a related field can substitute for 6 years of professional experience.
