We are seeking a Junior Management Analyst to support the Administration for Strategic Preparedness and Response (ASPR) in the HHS Coordination Operations and Response Element (H-CORE).

This is a long-term contract position which offers :

TASKS / SERVICES. The contractor shall : ?

Draft agendas, meeting minutes or notes, memorandums, and document action items and completion

from various meetings

  • Provide direct support to the OSPR OD to complete administrative requirements for OSPR.
  • Support OSPR OD to track and manage the completion of human resource, security, and minor

financial actions.

  • Proficiency with all MS Office products and Adobe Acrobat
  • Reviews and proofreads all memos and correspondence for grammar and level of understanding.
  • Aid in the assessment of analysis of policies options related to :
  • National health security
  • Chemical, Biological, Radiological, and Nuclear (CBRN) health threats
  • Medical countermeasure (MCM) development, acquisition, and utilization
  • Emergency preparedness, response, mitigation, and recovery
  • Climate change adaptation, resilience, health equity, and the needs of at-risk population
  • Emergent public health threats and natural or human-caused health emergencies
  • Support the implementation of objectives in the National Biodefense Strategy.
  • Assist with interdepartmental clearance of high-level policy and technical documents including submission of documents for review, addressing comments and edits, and obtaining appropriate signatures.
  • Study a range of mission-critical issues to support development of congressional testimony and

briefing materials and other writing projects (e.g., journal commentary, scientific publications).

Support the development of talking points and slides for presentations, speeches, and leadership

briefs.

Support the preparation of complete and accurate meeting summaries expeditiously; these may

include meetings of subject matter experts and / or senior program managers.

Support studies and analyses on health-related emergency preparedness and response issues,

including pandemic flu preparedness and response activities and CBRN threats.

Assist with managing interagency tracking of policies and activities implemented by ASPR, including

appropriate records management in the ASPR wide electronic filing system and development of

progress presentations or briefings both within the federal government and for external stakeholders.

Collect promising practices, web links, informational and guidance resources, pertinent scientific

articles, and compile these into an accessible, user-friendly web-based compendium or site that is

cross-linked with aspr.hhs.gov.

Support ASPR federal advisory committee operations through literature review, environmental scans,

organization of advisory committee meetings, preparation of presentations, note-taking, support to

complete documentation and complete requirements, and meeting and recommendations report

development.

Support writing / editing efforts including but not limited to a broad range of materials such as white

papers, policy decision papers, factsheets, congressional reports, and responses to congressional,

secretarial, or public inquiry.

  • Support other managerial, scientific, technical, or administrative activities relevant to public health and medical emergency preparedness, response, and recovery issues, as directed.
  • Other tasks as assigned in keeping with the scope of the TO.

REQUIREMENTS. The contractor must have : ?

1) Minimum of bachelor's degree in mass communications, health communications, marketing, or related field.

2) Minimum of seven (7) years of relevant experience in stakeholder engagement outreach, or related fields.

3) Knowledge of health care, health systems, and health care advocacy groups

4) Experience preparing stakeholder-oriented and public health outreach campaign materials in plain language.

5) Proficiency in developing stakeholder communications plans including key messaging appropriate for specific stakeholders, talking points, presentations, fact sheets, web content social media and assessing the outreach effectiveness.

6) Government experience supporting the DoD and / or Civilian Agencies' Public Health projects with health communications and stakeholder outreach and engagement.

7) Must be able to maintain Public Trust Clearance
