TheProject Manager will assist the Department of Human Services (DHS)in managing the agencys support for the StateWide NextGenEnterprise Resource Planning (ERP) Project.
The select individual will workwith the State NextGen ERP service providers State AccountingOffice / Department of Human Services PMO and the DHS Finance andHuman Resource business units to coordinate the NextGen projectimplementation activities at the agency level.
The position isaccountable to the DHS Deputy Commissioner of Finance DHS DeputyCommissioner of Human Resources and the Project ManagementOfficer.
Responsibilities :
As a memberof the State NextGen PMO team and DHS Project Manager the PM willmanage and / or provide project scope management consultation toensure DHS is actively involved throughout the projects softwaredevelopment lifecycleactivities.
Works closely with theagency resource manager vendor business analysts and subject matterexperts assigned to the NextGen agency supportteam.
Ensures the State NextGen projectscope is timely communicated to the appropriate agency stakeholderswhile keeping the group (agency steering committee) informed of theprojects progress.
Leads agencystakeholder meetings to determine the best approaches for reachingobjectives; during planning developing project management toolsincluding plans for stakeholder management scope management riskmanagement communications change control and performancemeasurement and tracking.
During project activities executionmonitors performance and reports to management project status andpertinent issues including major milestones and potential projectrisks.
Provides continuing direction to the project team conductsstatus meetings assesses proposed changes in scope and recommendscourses of action to project sponsors during the execution phase.
Near the end of the project uses the product verification processto make sure that the project has delivered what the clientexpected and performs a lesson learned for all projects.
Job Duties : Oversees and controls schedules resourcesscope and risks.
Ensure stakeholders take necessaryaction steps to achieve the goals and objectives of theproject.
Work with the project steeringcommittee and senior project management to resource the tasks ofthe project.
Work with State NextGen PMO andquality assurance team to extend the expected project standardsprocedures and quality objectives to the agencylevel.
Chairs manages or facilitatesagency project meetings communicating individual roles and projectexpectations. Ensure that all project team members have the toolsand training required to performeffectively.
Manage scope by using a variety ofdata sources to support project negotiations related to time scopeand / or quality.
Develops monitors and coordinatesproject activities such as scheduling tracking and reporting; leadschange efforts impacting ownprojects.
Works with senior projectmanagement to Identify specific opportunities or weakness withinassigned projects and makes specific change recommendations tostructures processes or people to improve projectperformance.
Provides work direction andleadership to assigned project activities including schedulingassignment of work and review of projectefforts.
Monitors project milestones andcritical dates to identify potential jeopardy of project schedule.Identify ways to resolve schedule issues.
Keeps management aware ofthe situation.
Assesses variances from theproject plan gathers metrics and develops and implements changes asnecessary to ensure that the project remains within specified scopeand is within time cost and qualityobjectives.
Conduct formal review withbusiness sponsor at project completion to confirm acceptance andsatisfaction.
Provide the team with constructivefeedback as it pertains to projectperformance.
Develops and maintains aproductive working relationship with project sponsors vendors andkey clients.
MinimumQualifications
Bachelors degree in related fieldor specialized training and three years of IT project management orequivalent IT team leadershipexperience.
PMP certification from PMI orequivalent certification
5 years experience leadingprojects of high complexity (must have occurred in the last 2years).
Expert with MS Project MS VisioSharePoint and all MS O365Software
Experience working in stategovernment
Experience working in anoutsourced environment
