About The Position
The Lead Business Intelligence Developer will spearhead the establishment and growth of our business intelligence capabilities.
As the Lead Business Intelligence Developer, you will oversee data-driven decision-making by leveraging your expertise in Power BI dashboards, SSRS reports, SQL queries, and data analytics.
This newly created role will provide the unique opportunity to shape and develop the position. The Lead Business Intelligence Developer will mentor, guide, and evaluate the work of lower-level business intelligence team members.
The ITC provides technology leadership for solutions, exceptional customer service, process efficiency, and digital transformation in support of Maricopa County’s Department of Transportation, Animal Care and Control, Real Estate, Equipment Services, Environmental Services, Flood Control District, and Planning and Development.

We Require
- Three (3) years of related experience
- A combination of post-secondary education and / or job-related experience may substitute for the minimum qualifications on a year-for-year basis
- Bachelor's degree in Computer Science or related field

- Proven experience as a Business Intelligence Developer or similar role with a strong focus on Power BI, SSRS, SQL Server, and data analytics development.
- Solid proficiency in Power BI and SSRS, including the ability to design and develop sophisticated reports and compelling visualizations for public use.
- Solid understanding of SQL Server development with the ability to write complex SQL queries and optimize database performance.
- Knowledge of data modeling and ETL processes, encompassing data cleansing, transformation, and integration.
- Familiarity with GIT-based version control systems like Microsoft Azure DevOps and GitHub.
- Experience with self-service business intelligence approaches that enable users to access and explore data sets, including data mining and statistical analysis.
- Experience working with RESTful APIs for data retrieval.
- Experience with data governance, data quality management, and data security practices.
Job Contributions
- Enhance data-driven decision-making across the organization by creating visually appealing and insightful reports, dashboards, and scorecards that provide actionable insights to key stakeholders.
- Design and implement efficient data extraction, transformation, and loading (ETL / ELT) processes to ensure the availability, accuracy, and value of data for analysis from various data sources including cloud, on-prem, partners and vendors using SQL, SSIS, or other processes.
- Evaluate work products, mentor and train staff on effective data visualization techniques, report design, and SQL Server querying to foster a data-driven culture.
- Perform advanced data analysis to identify trends, patterns, or opportunities and presenting findings to supported departments for informed decision-making.
- Connect with Restful APIs to send and receive data in a modern and secure way to improve the availability, quality, and value of the county’s data.
- Create and maintain a comprehensive roadmap for the BI platform's modernization, outlining key milestones and strategic initiatives to drive continuous improvement.
Draft and implement departmental processes and standard operation procedures.
- Collaborate with cross-functional teams to understand business requirements and gather insights for effective data models, reports, and visualizations using Power BI and SSRS.
- Utilize Microsoft Azure DevOps and GitHub version control to collaborate on code efficiently.
- Develop and implement a comprehensive business intelligence strategy by defining standards, best practices, and data governance protocols.
- Conduct regular assessments of the existing business intelligence technology stack, identifying areas for improvement and evaluating emerging BI tools and platforms that align with our business needs.
- Negotiate with project management staff in an agile environment to effectively manage BI projects and iteratively deliver value.
Working Conditions
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time. Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
