Essential Job Duties The primary purpose of the Formal Construction Manager is to oversee capital improvement projects that support the goals of the University and Facilities Division.
This role involves managing a team of project managers who handle projects exceeding $100,000, with individual projects sometimes surpassing $150M in value.
The projects range from constructing new buildings to renovating existing facilities and include infrastructure, utilities, transportation, and specialized research spaces.
The Manager ensures that projects are completed on time, within budget, and in compliance with all relevant codes, while minimizing disruptions to campus activities.
Responsibilities also include staff management, contract administration , and preparing for emerging needs. Strong organizational and leadership skills are essential to prioritize tasks and achieve goals efficiently.

Key responsibilities and duties include but not limited to :
- Manage budgets, personnel, and equipment, ensuring resources are utilized within timelines and contracts
- Resolve design errors, unforeseen conditions, and owner requests efficiently, deploying effective recovery strategies
- Provide timely technical evaluations and recommendations to support project needs
- Make quick, independent decisions to minimize impacts on budget, schedule, and University operations
- Oversee fiscal operations, including full-cycle budget creation, ensuring compliance with all relevant rules and regulations
- Review and approve complex reports, ensuring accurate interpretation and articulation of conclusions
- Adapt presentations to meet audience needs and provide clear updates on project status, objectives, and design concepts
- Develop and negotiate positions to mediate contract disputes effectively
- Implement policy and procedure changes to reduce risk and apply innovative solutions in design and engineering
- Review and evaluate complex capital project documentation for compliance with standards, codes, and budget constraints
- Manage 5-8 project managers, including reviews and performance plans

Qualifications Minimum Education and Experience
Bachelor’s Degree in the Engineering discipline related to the area of assignment and two years of related Engineering experience;
or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Effective oral and written communication skills are required
- Ability to physically traverse construction sites to conduct inspections / site visits
- Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, databases & information collection
Preferred Qualifications
- Bachelor’s Degree in the construction management, engineering or architecture and construction management experience
- Exposure to other related fields is desirable, such as Civil Engineering, HVAC, and Electrical Engineering
- Supervisory experience preferred
- Licensure is preferred as a professional engineer or licensed architect in the State of North Carolina (or the ability to become licensed in the state within 12 months of employment)
Required License(s) or Certification(s)
- If licensed, licensure must in good standing to practice engineering in the state of North Carolina NC Board of Examiners for Engineering is required
- A valid North Carolina driver’s license is required within 60 days of hire and must be maintained
