DEFINITION

  • The incumbent assigned to this position is responsible for providing a broad range of human resources services for the Facilities, Transportation, School Nutrition Services, and Public Safety and Security Services Departments to include;
  • hiring and onboarding of new employees, employee relations, retirement counseling, and benefits consultation. Specifically, the work involves identifying, recruiting, interviewing, and recommending qualified candidates for employment;
  • reviewing and ensuring accurate documentation of personnel actions; counseling employees; explaining and interpreting human resources policies, regulations, practices and procedures;
  • assisting with the conducting of investigations related to employee relations issues; developing and conducting human resources related staff development activities;

and performing related functions. Employees process confidential information and must understand the major operations, administrative, and legal procedures affecting large portions of the school system.

SUPERVISION

Work is performed under the general supervision of the Chief Human Resources Officer and the Director of Human Resources;

however, employees frequently develop and refine their own work routines and are expected to carry assignments through to completion independently.

Supervision is exercised over subordinate clerical / secretarial staff as required.

DISTINGUISHING CHARACTERISTICS

Positions assigned to this level manage a sub function or operation requiring supervision of staff, programs, or services which are department or division wide and specialized, and may involve highly technical personnel and programs;

other positions are responsible for management of programs and services directed to a special population.

ESSENTIAL FUNCTIONS OF THE CLASS (Performs a variety of duties itemized below.)

Coordinates the recruitment, screening and selection of candidates for classified (support) positions within the Facilities, Transportation,School Nutrition Services, and Public Safety and Security ServicesDepartments.

Screens and interviews credentials of applicants to determine their eligibility for employment; recommends selection and assignment of personnel.

Administers and ensures accurate documentation for the processing of personnel actions including entries, promotions, reinstatements, reassignments, leave requests, salary adjustments, retirements, and resignations of employees.

Participates in the development and utilization of staffing models and student population projections, and collaborates with the leadership of the Facilities, Transportation, School Nutrition Services, and Public Safety and Security Services Departments to effectively staff with qualified personnel.

  • Serves as consultant and advisor to Facilities, Transportation, School Nutrition Services, and Public Safety and Security Services leaders on employee relations or other personnel matters;
  • interprets personnel policies, regulations, procedures and practices; advises on whether proposed actions are in compliance with regulations and policies;

and coordinates or performs employee relations tasks at the department or division level.

Participates in administrative reviews of classified employees’ performance.

Develops, coordinates, and participates in workshops to provide staff development and training sessions; provides individual or small group career counseling sessions.

Participates in the maintenance of classification and compensation plans; maintains up- to-date records of personnel including location, classification, and budget.

Establishes, leads, and provides assistance with the recruitment program and actively participates in recruiting candidates for positions in the Facilities, Transportation, School Nutrition Services, and Public Safety and Security Services Departments;

plans and attends recruiting events.

Serves as school division or departmental liaison to universities, City of Norfolk agencies, other school divisions, professional organizations, advisory or community groups as assigned by the Chief Human Resources Officer, or Director of Human Resources.

Serves as a member of the committee for developing employee evaluation handbooks and the NPS Employee Handbook.

May assist with investigating and compiling reports related to harassment and other pertinent areas of human resources as they relate to the Facilities, Transportation, and School Nutrition Services departments.

Maintains new hire and terminated employee database for statistical purposes and transfers data into a format suitable for presentation in a report form.

Counsels employees regarding grievance procedures, disciplinary matters, and retirement; processes applications for accommodation under the Americans with Disabilities Act (ADA) and requests for leave associated with the Family and Medical Leave Act (FMLA)

Performs related duties as assigned by the Chief Human Resources Officer or the Director of Human Resources

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of practices and procedures of school personnel administration, employment interviewing strategies and procedures, the legalities governing the relations between employers, employeesand Virginia School Law.

Thorough knowledge of the general organization and function of a public school division and organizational mission of a human resources department.

Thorough knowledge of the applicable provisions of the Virginia Retirement System.

Thorough knowledge of the Fair Labor Standards Act (FLSA).

Ability to conduct professional interviews, deliver articulate oral and written reports, and effectively interact with administrators, teachers, and other employees.

Ability to utilize a wide variety of computer technology hardware and software applications.

Ability to communicate clearly and concisely orally and in writing.

Excellent interviewing, supervision, data collection, and report writing skills.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

Bachelor’s degree in business, education, public administration, or related field, from an accredited college or university.

Considerable experience in personnel administration as a HR Generalist or Coordinator which involved human resource management responsibilities highly desired.

LICENSE / CERTIFICATION

Work is executed in accordance with best practices / body of knowledge as set forth by organizations such as Society for Human Resources Management (SHRM), Human Resources Institute (HRCI), International Public Management Association (IPMA), or American Association of School Personnel Administrators (AASPA).

Human Resources Certification from an accredited body is highly desired.

Assignments involve activities in schools, centers, in the community, and require one to have or arrange for own transportation.

Some activities are subject to tight deadlines.

Some activities involve discipline, dismissal of employees who may become irate, angry, or hostile.
