The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS).

HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance.

DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA / General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs.

Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health / safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations.

GSS plays a major role in HRA emergency preparedness.

The Office of General Support Services (GSS) Bureau of Space and Design / Division of Building Management is recruiting for one Space Analyst I to function as the Assistant Facility Coordinator / Building Manager who will :

  • Assist in the review and analysis of all requests from location heads for facility renovations and furniture and equipment moves by meeting with affected program / administrative staff and Facilities Planning and Coordination staff and charting their requests within the framework of the Agency as a whole.
  • Survey new and existing sites to prepare plans for program administrative area by making fields visits to such locations and calculating actual and planned space.
  • Prepare drawings detailing the location of staff, furniture, and equipment by reviewing survey data in order that all program / administrative area requests / needs can be accommodated.
  • Assist in office moves and relocation of staff by providing assistance to program staff including informing them of construction move details, packing requirements, etc.
  • Determine progress of renovations and construction by making periodic site visits in order that planned occupancy dates can be met and that such renovations and construction are satisfactory to the program / administrative areas.
  • Ensure that computer, telephone, and telecommunication needs are met and on schedule by tracking requests for these from point of origin to the Division’s Technical Services Unit to MIS and to the contractor, when necessary and if appropriate.
  • Respond to inquiries and complaints from program / administrative staff regarding the provision of building services, including minor repair work, heating, air conditioning, cleaning, garbage removal, etc.

by preparing work orders and advancing them to completion through GSS’ Production Control Unit; compile punch list items and ensure that they are addressed expeditiously.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.

S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), and one year of satisfactory, full-time experience in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes.

Such experience must have included projects requiring knowledge of construction needs and cost, installation of computer equipment and telephone communication systems, and building standards and leasing procedures; or

2. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of satisfactory, full-time experience, as described in 1 above.

College education obtained from an accredited college or university accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.

S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), may be substituted for up to four years of experience on the basis of 30 semester credits for one year.

However, all candidates must have one year of experience described in 1 above.

To be qualified for assignment to Assignment Level II, individuals must have two additional years of the experience described in "1" above, as follows :

a) A baccalaureate degree from an accredited college, and three years of satisfactory, full-time experience as described in "1" above; or

b) A four year high school diploma or its educational equivalent and seven years of satisfactory, full-time experience, as described in "1" above.

Preferred Skills

  • Strong computer skills, including proficiency in Microsoft Office applications, and Adobe Professional. -Knowledge of Public Surplus application, DCAS Office of Surplus Activities Guidelines and knowledge of Asset Intelligent Management is a plus.
  • Familiarity reading construction documents and blueprints. -Excellent verbal and written communication skills.
