Duties

MAJOR DUTIES :

  • Works closely with the Superintendent and Chief of Resources to plan, design, and implement a Native Affairs Program to support the Superintendent's government to government responsibilities for the park.
  • Solicits tribal recommendations in accordance with the park's legislation and cooperative agreements, regarding opportunities for involvement by the tribes, the State, and other local and national entities in developing and supporting the park's mission.

The incumbent coordinates, leads, and assists in facilitating tribal consultation meetings.

Leads in planning a program of tribal outreach, and promotes a general understanding of the mission, and partnerships between the NPS, the affiliated tribes, and others.

As assigned, works effectively on behalf of the park in assisting other National Park Service (NPS) offices and partners in projects pursuing park program objectives.

  • Supports the Section 106 coordinator and serves as liaison between the tribes and the park's resource management and planning and compliance programs.
  • Lead for an Interdisciplinary team working on completing and Environmental Assessmentsand other programmatic compliance to support tribal plant gathering agreements and acts as liaison between the tribes and the park during development of the plant gathering Environmental Assessments .

TERM APPOINTMENT :

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition.

Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and / or appointment, based on changes to the regulation governing the number of years term appointments may last.

This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension.

No extension to a term appointment shall be granted to a selectee / employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain / maintain a government charge card with travel and / or purchase authority.
  • Applicants must be at least 18 years old.

Qualifications

All qualifications must be met by the closing date of this announcement-10 / 11 / 2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month / year), and the resume must reflect full and / or part-time or total number of hours worked (i.

e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement :

EXPERIENCE : At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).

Specialized experience is defined as demonstrated experience with 1) Serving as consultant or Liaison with Native American Tribes, serving as a Tribal official or indigenous community representative.

2) Meeting with tribal representatives, senior tribal officials, and managers from other tribal government and non-government organizations (e.

g., Tribal Historic Preservation Officers). 3) Developing plans designed to enhance relationships with Indian Tribes, Alaska Native organizations and entities, and Native Hawaiian organizations.

4). Conducting tribal consultations, public meetings, briefings, and other community relations activities. 5)Serving as a trainer for tribally related topics.

6.advise land managers to advance resource stewardship and / or tribal concerns. Applicants must meet two or more of the specialized experience statements defined above.

You must include hours per week worked.

EDUCATION : Successful completion of at least a Ph.D., LL.M., or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (54 semester hours) leading to such a degree in Native American studies, tribal relations, public relations, recreation management or other fields directly related to the position.

The education must demonstrate the knowledge, skills and abilities necessary to do the work of this position.. You must include transcripts.

Successful completion of a combination of specialized experience as described in A above and education as described in B above which total at least one year.

For example, 6 months of specialized experience (50% of the experience) and 2.5 years of graduate study or 45 semester hours (50% of the education requirement) would qualify an applicant for this position.

Only graduate education in excess of the amount required for the next lower grade level may be used - the applicant's first 2 years of graduate study is not qualifying for GS-11 when combining).

Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.

g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.

Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.

S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
