Job Description

We are hiring a Redevelopment Projects Administrator to successfully implement the Department's housing and community development programs and services. Many activities are carried out through third parties, which involves contracts and contract administration, loan agreements and loan administration, and the issuance of NOFAs and RFPs and other instruments. Work also includes implementing elements of the City's Strategic Plan relative to affordable housing and related areas and ensuring compliance with federal regulations and local and departmental policies.

About the Position :

The Redevelopment Projects Administrator is in the Housing Redevelopment unit within the CSBD Division, which is responsible for spearheading public-private housing initiatives and City-led redevelopment projects that involve affordable housing components. The Housing Redevelopment unit works closely with other City departments such as Planning & Development and the City Attorney's Office, as well as a variety of external partners. The Redevelopment Projects Administrator will lead various real estate development and construction projects to include redevelopment of City-owned land and capital improvements of City-owned affordable housing assets. This position will be supervised by the Redevelopment Supervisor, but must be self-directed, able to manage their projects and initiatives with limited supervision and to make program and policy recommendations.

The Department provides funding for the creation and preservation of affordable housing and for services and programs benefitting low to moderate income persons. The Department enforces codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement and enrichment activities.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Leads the City's public-private housing initiatives and City-led redevelopment projects that involve affordable housing components
  • Establishes excellent working relationships with relevant partners, to include staff in the Planning & Development Department, staff in the City Attorney's Office, the Department's outside counsel, and a variety of other external partners. Spearheads and develops partnerships with private sector entities interested in making affordable housing investments in Raleigh
  • Collects and uses data, including housing and real estate market analysis, cost and budget analysis, and financial underwriting of projects
  • Evaluates appropriateness of projects for federal or local funding, specifically for the HOME Investment Partnerships Program and the Community Development Block Grant Program (CDBG)
  • Drafts notices of funding availability (NOFAs), requests for proposals (RFPs), and requests for bids (RFBs). Evaluates proposals and potential partnerships for public-private projects, including conducting underwriting analysis, negotiating terms, and presenting funding recommendations to City Council
  • Helps to project manage capital improvements and overall property / project management activities related to the City-owned affordable housing units, to include the scattered-site affordable rental portfolio and the Studios at 2800
  • Collaborates with other Department and City staff, and outside counsel as applicable, to close loans and to monitor construction and post-construction compliance
  • Monitors approved developments through the construction process to ensure compliance with federal regulations such as Davis-Bacon, Section 3, Minority and Women-Owned Business requirements and other cross-cutting regulatory requirements
  • Manages data associated with project and program areas and uses data to respond to inquiries from Department leadership and City Council, and to make recommendations for program and policy updates

Typical Qualifications

Education and Experience :

Bachelor's Degree in Finance, Economics, Business Administration, City Planning, Public Administration, Real Estate, or related field and 3 to 5 years' experience in program management, grant management, supervisory, or a related field

OR

Any equivalent combination of training and / or experience that provides the required knowledge, skills and abilities may be substituted

Preferred Qualifications :

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • AICP, NDC Housing Development Finance Professional Certification, or other related professional certifications
  • Additional Information

  • Federal housing and community development programs, including HOME, CDBG, and LIHTC

  • Real estate and / or affordable housing finance, including but not limited to financial analysis and underwriting, deal structuring, and compliance with federal regulations
  • HOME and CDBG regulation and program guidelines
  • Advanced use of Microsoft programs, specifically Excel, as well as Windows accessories and PowerPoint
  • ADA and Other Requirements :

    Work Environment and Physical Effort :

    Work is typically performed in an office or similar indoor environment. Employees may occasionally work in a vehicle.
