Job Description
Provides executive level leadership, guidance and advice to the Division of Human Resources; With broad latitude to exercise independent judgment acts as an expert advisor to the Senior Vice President on complex and important workforce issues;
responsible for proactively identifying solutions and strategies in collaboration with the functional Human Resources leaders to align service level expectations, processes and services to achieve a higher performing Division.
General tasks and responsibilities will include :
- Works directly with Senior Vice President of Human Resources in ensuring quality service and accountability for all units of the System’s Human Resources Division.
- Facilitates collaboration among Human Resources units, ensuring teamwork and active participation in all workflow process re-engineering and innovation efforts, as well as supporting change management activities.
- Guides the implementation and communication of best practices by regularly collaborating with and informing key stakeholders of progress on new business initiatives and programs.
- Oversees multiple high-level complex projects simultaneously to ensure the adoption of project management standards, including managing and mitigating risks and fostering proactive stakeholder engagement and communication.
- Represents the Senior Vice President at meetings, conferences, and other events as necessary, and serves on various committees : Human Resources Council, Executive Cabinet, Senior Leadership, Human Resources Governance Committee, etc.
- Works with the Senior Vice President to draft long-range strategic planning efforts in order to anticipate and plan for innovative changes that promote people productivity, and organizational efficiency.
- Responsible for ensuring that the Division’s goals and service level commitments are communicated and understood at all levels, which includes taking all necessary steps for realizing a service-oriented, high-performance culture.
- Manages administrative matters such as preparing requests for proposals and contracts, preparing routine or special reports, performing research, or advancing initiatives and studies that enhance Human Resource’s ability to reach its strategic goals.
- Advises the Senior Vice President of Human Resources of industry trends in metrics, talent acquisition, benefits, compensation and classification, performance management, onboarding, engagement and employee retention, new employment legislation, and organizational compliance.
- Proposes implementation plans for the most effective new Human Resources standards and best practices, ensuring optimal performance of the Human Resources Division, which in turn influences the performance of the various departments and System operations at large.
- Develops channels of communication with corporate managerial personnel, representatives of governmental and healthcare agencies to maximize the provision of health care.
- Provides high level analytic and administrative support to resolve complex coordination of human resources serves with an emphasis on the issues, problems, gaps, solutions and general modes of operations of corporate activities / processes which impact planning, implementation and services;
Develops strategies and alternative approaches for improvement of specified programs and assists the corporate officers in assessing existing resources and determining priorities.
- Oversees the Human Resources Policy Management system and ensure policies / protocols are created, revised, and reviewed.
- Develops Human Resources score cards and operational reports; Plays an analytical role to monitor, analyze, and identify strategic needs, gaps, and risks;
and leverages management tools that identify, align, and build on the organization’s human capital capabilities to achieve overall results and reach desired targets.
Regularly participates in events, conferences, seminars, and workshops for purposes of professional development and ensuring this information is shared with the appropriate HR and business leaders.
Minimum Qualifications
1. A Master's Degree from an accredited college or university in Hospital Administration, Health Care Planning, Business Administration, Public Administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or,
2. A Baccalaureate Degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or,
3. A satisfactory equivalent combination of education, training and experience.
Department Preferences
- A Master’s Degree in Human Resources Management, Business / Hospital Administration, Public Administration Management, Psychology, Communications or related disciplines and five years of related experience in human resource management and development, three years of which must have been in HR leadership positions

- 6+ years of executive level HR leadership experience within a large healthcare or hospital system, with strong experience in strategic planning and process improvement

- Knowledge and understanding of federal, state, city, and local laws, ordinances, rules and regulations relevant to application of HR policies and procedures in healthcare operations
- Experience partnering and working collaboratively with department heads and senior level administrators
