NUMBER OF MONTHS PER YEAR

Purpose : Under limited supervision, performs a variety of supervisory and administrative tasks in coordinating, monitoring the successful implementation of district initiatives, programs to ensure district compliance with state procedures and federal law regarding the referral, identification, IEP development, placement, and services provided to students in Exceptional Children’s programs.

The position oversees the implementation of programs, monitoring their effectiveness, providing staff development opportunities, and ensuring adherence to federal, state and local policies and procedures.

This position assists in the supervision of Exceptional Children Department staff (Program Facilitators, Leads, Specialist or other designated staff)

Education, Certifications, Qualifications and / or Experience

Required :

  • Master’s Degree in Special Education, administrative licensure preferred
  • Licensure in Special Education or Related Field.
  • Minimum of five years successful work experience in exceptional children services.
  • Sufficient data management skills.
  • Such alternatives to the above as the Board finds appropriate and acceptable

Refer questions about student progress to appropriate licensed professionals

  • Conduct activities with integrity and in compliance with applicable local, state and federal standards, policies and guidelines Demonstrate knowledge of current special education program state and federal regulations.
  • Maintain the dignity, privacy, and confidentiality of all students with disabilities, families, and school personnel
  • Establish and maintain professional, collegial, and appropriate relationships with school personnel, students, and their families
  • Demonstrates flexibility, cooperation, and openness in scheduling activities throughout the day for growth and willingness to contribute in a team approach Demonstrate ability to use conflict resolution and crisis intervention skills.

Under the supervision and guidance of the certified instructional team

Essential Functions and Skills :

  • Coordinate with Executive Director for implementation of the Vision, Mission, and Goal Setting for the special education department in alignment with ABSS strategic plan
  • Coordinate with Executive Director for Human and Fiscal Resource Management of Special Education Programs and Services Recruit and retention of special education staffManagement of contractual services and fiscal programming codes
  • Implementation of Policy, Legal, and Ethical Practices for Special Education Programs and Services
  • Collaborate on program oversight, improvement, and instructional leadership for special education with district and school level teams to compile, maintain, review and report data for educational needs of the district for analyzing district and / or student needs and linking needs to appropriate interventions
  • Supervise and evaluate Exceptional Children Coordinators, Specialist, Program Facilitators and / or other EC staff as assigned
  • Supervise and coordinate the implementation of special education programming with related services and other support service providers
  • Directs the supports of district departments, district EC staff, school administrators, and other staff in the provisions of services for students with disabilities
  • Supervision for ensuring compliance of programs for free appropriate public education with federal, state and local regulations within Preschool and school age students receiving special education services
  • Supports management and coordination of the EC database Every Child Accountability System (ECATS)with PowerSchool (Rapid ID).

Assist in managing and coordinating all systems, databases and communication related to student enrollment and transportation for students with disabilities

  • Supports management and coordination of the Medicaid funding reimbursement
  • Supports managing systems and in collaboration with Finance of the Medicaid billing services (fee for service- district reimbursement).
  • Supervision of following due process procedural timelines. Facilitate the coordination of staff, information and items related to working on cases that may involve an advocate, an attorney and / or a state complaint.

Facilitate the work required to determine a resolution which ensures the best possible outcome for the student.

  • Ensure accuracy of data submitted for NCDPI reports such as child counts, federal personnel, various special grants and other areas associated with special education
  • Attends regional and state level meetings as necessary
  • Facilitates the planning and implementation of in-service education programs for parents, teachers and administrators in providing district level training and ongoing support in maintaining provisions for Special Education Services
  • Facilitate district level meetings with Coordinators, Specialist and / or Program Facilitators / Leads
  • Attends and / or facilitates IEP meetings as appropriate.
  • Prepares, submits and / or presents required local, state and federal reports in collaboration with the special education department and other local district divisions which includes supplying data and completing federal, state and local reports.
  • Stays abreast of district and state policies pertaining to the content area and communicates this information to the Executive Director of Exceptional Children and other impacted district staff
  • Serves on varying district level educational support teams for strategic planning of student success outcomes
  • Facilitates EC leadership staff meetings and planning sessions.
  • Responds to requests from parents and community agencies for information about exceptional children services in ABSS
  • Disseminates or coordinates information about Exceptional Children to various community or organizations
  • Maintains a thorough working knowledge of the current laws, regulations, guidelines and procedures governing programs and services for students with disabilities.
  • Assists schools with developing compensatory education plans when necessary.
  • Works with the district leadership team to foster positive connections among the district, schools, parents, students, community agencies and organizations, and the general public.

Attend community or other partnership committees with the district, when appropriate

Performs other related work as required.
