ASBESTOS PROGRAM COORDINATOR

The asbestos program coordinator is responsible for developing and maintaining the PGDP Asbestos Controls Program according to federal, state, and local requirements, for reviewing and approving initial exposure assessments (EAs) and asbestos work control documents, and for providing oversight of asbestos work to ensure compliance with applicable EPA and OSHA regulations.

Under limited supervision, is responsible for the delivery of technically sound work products (program documents, policies, and procedures) which meet internal and external client expectations.

Provides technical field support and performs site assessments. Assists with field investigations and report preparations for State and Federal (DOE) agencies.

Develop and implement and maintain asbestos procedures, policies, and program documents that are in compliance with State and Federal asbestos regulations.

Provide project support and management of all asbestos work on site to include Project scheduling, waste generation, environmental notification, training coordination, and medical evaluation / readiness.

Observes asbestos abatement activities performed on site to ensure that abatement work is completed according to specification and is compliant with all relevant statutes and regulations.

Conduct asbestos program assessments, ensure environmental and occupational sampling is done in accordance with relevant state and federal requirements, indoor air quality (IAQ) investigations, laboratory inspections, and OSHA, DEP, and EPA compliance activities.

Ensure proper performance of the air monitoring for purposes of determining final abatement clearance.

Collect, analyze and report on environmental data, such as building materials and atmosphere monitoring samples.

Collect quality data using specified QC procedures, observes safety precautions.

Develop / perform training as requested.

Able to clearly communicate basic technical concepts.

Implement the asbestos program at the Paducah Gaseous Diffusion Plant.

Interact with other departments as required.

Prepare and submit NESHAP notifications.

Support on-site state and federal inspections / investigations.

Prepare regulatory correspondence as required.

Other duties as assigned by management.

Actively participate in Safety Work Groups.

Minimum Requirements

B.S. degree in Environmental Science, Industrial Hygiene, Safety, or the natural and / or physical sciences or equivalent combination of education and experience.

3 to 5 years of related asbestos work related experience / regulatory compliance.

Working knowledge of asbestos federal and state (KY) regulations (i.e. NESHAPs, OSHA, DOE, etc.)

Must possess or be able to obtain a State of Kentucky Asbestos Inspector License within 6 months of assignment.

Must possess or be able to obtain HAZWOPER Certification - 40 Hour.

Candidate must be able to wear a respirator and pass an Asbestos physical.

Radiological training is required.

Expert PC skills to include Microsoft software.

Strong understanding of federal and state policies and regulations, project policies and requirements.

Strong interpersonal and communication skills.

Working Conditions

Work in an environmental restoration atmosphere (outdated and / or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals / solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.).

Ability to carry several instruments / equipment or tools while walking extensively. Potential prolonged walking / standing, repeated pushing / pulling.

Ability to perform medium to very heavy work, exerting up to 100 pounds of force occasionally, nonrepetitive, up to 50 pounds of force frequently (any exertion of force / lifting greater than 45 pounds requires usage of a two person "buddy system"), and / or more than 20 pounds of force constantly, repetitive;

performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Potential for prolonged driving of or riding in a motor vehicle, machine operation, and / or working around moving equipment / machinery or motorized vehicles (such as but not limited to car, truck, golf cart, gator, heavy equipment).

Ability to work in confined areas, tanks, heat stress conditions, high noise and areas with radiation and chemical hazards.

Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow / ice, etc.)

May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.
