NY HELPS Non-Competitive Minimum Qualifications : Workforce Programs Specialist Trainee 1 : Candidates must possess a bachelor's or higher degree Workforce Programs Specialist Trainee 2 : A bachelor's degree AND one year of professional experience
which involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following activities : developing and implementing plans for proposals to deliver workforce development and training programs;
evaluating, monitoring or administering workforce development and training programs; or managing contracts and budgets for workforce development and training programs.
Workforce Programs Specialist 1 : A bachelor's degree AND two years of professional experience
which involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following activities : developing and implementing plans for proposals to deliver workforce development and training programs;
evaluating, monitoring or administering workforce development and training programs; or managing contracts and budgets for workforce development and training programs.
Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.
S. Department of Education / U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

Professional experience in workforce development programs is defined as experiencewhere at least 50% of your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination.
Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Preferred Qualifications : Ability to initiate and maintain relationships across a diverse set of stakeholders.Standard Duties : The Workforce Programs Specialist 1 duties include but are not limited to :
- Assisting in the development, monitoring, and management of workforce development and training programs, contracts and proposals, with routine ad-hoc reporting.
- Analyzing and preparing detailed reports, providing technical assistance and guidance to program sponsors, workforce development partners and other agencies to ensure compliance with applicable laws and regulations.
Additional Comments : Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and / or out-stationed assignments.
