We have an exciting opportunity for you to utilize your knowledge and experience to support this mission as a Utilities Planning Senior Engineer.

Bellevue Utilities is seeking an experienced and motivated professional to join our Engineering Planning Section, responsible for the long-term vision of the City’s water, sewer and storm systems.

This position supports the City by identifying existing or future deficiencies, proposing solutions, supporting projects through to completion, coordinating with other staff, agencies and regional partners, and other important work detailed below.

The successful candidate will focus primarily on the water and wastewater systems, but may also support stormwater planning, based on qualifications, interests and needs.

Essential Duties and Responsibilities

  • Manages or supports various planning studies, including the City’s Water System Plan and Wastewater System Plan updates.
  • Supports biannual development of the City’s capital investment program (CIP) budget, including project identification, prioritization, cost estimating, resource loading and scheduling.
  • Coordinates with operations and maintenance staff and the Utilities Asset Manager to identify system deficiencies and potential solutions.
  • Participates on CIP project teams throughout the project lifecycle, representing the Planning section and ensuring that project criteria and goals are met.
  • Coordinates with adjacent utilities and regional partners on policy matters, interlocal agreements, and joint projects.
  • Coordinates with the Transportation Department to identify conflicts and opportunities with utility infrastructure on transportation projects.
  • Performs complex engineering analysis; prepares cost estimates; administers consultant contracts for engineering services;

coordinates with private utilities.

  • Manages project scope, expenditures against project budget, schedule and contracts; provides budgeting analysis for projects, reviews required services, permits and site conditions in order to determine appropriate budget.
  • Initiates major capital investment program (CIP) projects and / or other capital programs or projects; oversees project scope, schedule and implementation.
  • Oversees field investigations to identify problems, assesses project feasibility and evaluates alternatives; provides research, analysis reports and makes recommendations;

coordinates with construction staff and contractors in field to interpret and modify design specifications as needed.

Works with existing water and sewer system modeling staff to analyze and determine capacity, needs, deficiencies, problems and solutions;

uses analysis as basis for making decisions on system extensions, required developer improvements and / or identification of future CIP projects.

  • Supports programs to assess the condition of utility infrastructure using a variety of data and database software.
  • Manages public involvement on complex projects and communicates / coordinates with the public as well as other city staff, external consultants, and outside agencies on project issues, impacts, benefits, requirements and schedules.
  • Reviews private development plans for conflicts / opportunities with other projects and capacity limitations; monitors developer extensions to completion.
  • Assists in the development of engineering standards and provides technical support to other divisions and departments.
  • Participates in the development of policies, codes, and procedures associated with Utility management, design and construction.
  • Conducts or oversees complex engineering analysis for engineering planning studies; presents study results and data to a variety of audiences including other engineers, managers, Council, etc.
  • Coordinates and participates in public involvement programs; responds to resident requests.
  • Conducts site / field visits as needed.

SUPERVISION RECEIVED AND EXERCISED :

  • Works under general supervision of the Utilities Planning Manager.
  • May supervise or lead the work of engineering staff, interns and consultants.

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.
  • Thorough knowledge of applicable federal, state and City policies, laws, and regulations affecting municipal public work activities, especially drinking water, wastewater and storm / surface water utilities
  • Considerable skill in arriving at cost estimates on complex projects.
  • Skill in dealing with complex and often unprecedented engineering issues.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Ability to use software, databases and spreadsheet programs utilized by the City.
  • Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate to various groups with difference in age, language, culture, education level and technical knowledge.
  • Ability to make effective presentations to department leadership, boards and commissions and City Council as needed.
  • Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.
  • Extensive understanding of liability issues as they relate to utilities.
  • Ability to understand permit requirements and obtain permits for a project.
  • Ability to use a computer, and effectively navigate Microsoft Office Suite, engineering applications, and data management software in performing essential duties.

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS :

  • Graduation from an accredited four-year college or university with a degree in civil engineering or other related fields.
  • Five or more years of professional related experience in water and wastewater systems. Storm system experience is beneficial but not required.
  • Water and sewer system modeling experience
  • Project management experience
  • Washington State Professional Engineer license required.
  • Washington State Driver's License required or ability to obtain within 6 months.

PHYSICAL DEMANDS :

  • Work involves moving, communicating, operating computer equipment, light tools, and reaching.
  • Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The employee may be required to push, pull, lift, and / or carry up to 40 pounds.
  • The noise level in the work environment is usually moderately quiet while in the office or moderately loud when in the field.
