Job Description and Duties

Under the direct supervision of the SSM I, Regional Human Resources Office (RHRO), CCHCS, the incumbent serves as the liaison between the institution’s health care management, staff, and the RHRO.

Will provide excellent customer service, assists with varied HR issues and tasks related to personnel actions, which include Classification and Pay (C&P);

Expedited Hiring Process (EHP); employee benefits and pay; and problem solving recommendations. Must possess a thorough knowledge of HR related to State Civil Service, departmental laws, rules, policies, and procedures.

Under the direction of the SSM I, is responsible for effective day to day decision making in the administration of the court ordered Selection Services and C&P processes for health care positions.

May be required to provide coverage for vacancies (absences) within the region. Required to travel to the RHRO and HR Headquarters to attend training. Perform overtime as needed.

Minimum Qualifications

SSA :

Either IEducation : Graduation with a Bachelor's degree from a recognized four-year accredited college or university. (Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.

Or IIWork experience in the California state service may be substituted for the required education in Pattern I on a year-for-year basis by applicants who have at least six semester or nine quarter units of college level training in public or business administration, accounting, economics, political or social science, English, speech, statistics, law, or a closely related area.

AGPA :

State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class.

EducationThe following education is required when general experience is used to qualify at any level : equivalent to graduation from college.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.) ANDEither IExperience : One year of experience performing the duties of a Staff Services Analyst, Range C.

orOr IIExperience : Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas : budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.

One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)

Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis testing prior to appointment followed by department annual Tuberculosis testing / evaluation thereafter.
