General Responsibilities
Develop, organize, and administer the Organization’s Small Business and Historically Underutilized Business (HUB) programs and services.
Provide educational and training opportunities for small businesses and HUBs to educate on how to respond to bids, RFPs, etc.

- Perform market research to identify and recruit potential Small Business and HUB-certified businesses.

- Proactively conduct outreach to increase the participation of small businesses and HUB work with the Organization.
- Prepares financial summaries and various reports for management and Board review.
- Conduct needs assessment studies.
- Evaluate program operations for effectiveness and efficiency to include small business and HUB utilization.
- Ensures compliance with federal, state, and city codes, ordinances, and regulations.
- Partner with the Workforce Development Administrator where applicable to identify and develop potential small business and HUB partnerships.
- Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide and Employee Handbook, reviewing and approving timesheets and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.

- Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state, and federal laws, and regulations.

Essential Job Functions Con't
Education
Bachelor’s degree from an accredited college or university.
Experience
Eight (8) years of related work experience, including experience working with small businesses and HUB-related programs.
Demonstrated ability to administer a successful small business and HUB vendor program. Understanding of Alabama state bid laws.
Must have excellent interpersonal, verbal, and written communication skills and organizational skills. Proficient Microsoft Office skills are required.
Attention to detail and ability to work with confidential information. Business development skills and ability to conduct educational and training classes / programs with potential and current vendors.
Strong leadership skills are required. Three (3) years of supervisory-related experience (e.g., a team leader role, project management experience, etc.
For internal candidates, the successful completion of the following BWW leadership development programs may be credited towards the supervisory experience required :
- Pre-Supervisory Program (STAR) one year of supervisory experience
- Succession Planning Program one year of supervisory experience
